Cyber Exercise Planner with Security Clearance

Zachary Piper Solutions is seeking a Cyber Exercise Planner to support a leading defense organization focused on strengthening Department of Defense (DoD) and Combatant Command (COCOM) cyber readiness, training, and operational preparedness. This position is on-site at Fort Meade, MD. The Cyber Exercise Planner will support cyber exercise planning and execution across the Joint Event Life Cycle (JELC), ensuring training objectives align with operational readiness requirements and mission outcomes. This is an opportunity to directly contribute to national security by improving cyber readiness and supporting critical military training initiatives. Responsibilities for the Cyber Exercise Planner include:

• Provide comprehensive cyber exercise planning support throughout the Joint Event Life Cycle (JELC), including coordinating requirements, drafting exercise directives, developing cyber scenarios, and supporting planning events.
• Manage and maintain training objectives within the Joint Training Information Management System (JTIMS).
• Develop and apply measurements of effectiveness (MOE) and measurements of performance (MOP) to assess training objectives and operational scenarios.
• Support development of the Joint Training Plan (JTP) and Joint Exercise Plan (JEP) by aligning training requirements with readiness and assessment objectives.
• Plan, organize, coordinate, and participate in Tabletop Exercises (TTXs), Rehearsal of Concept (ROC) drills, and other readiness-focused training events.

Required Qualifications for the Cyber Exercise Planner include:

• 8+ years of experience supporting cyber operations, military exercise planning, joint training, readiness programs, or related disciplines; Bachelor's degree preferred (additional experience may substitute for degree).
• Comprehensive knowledge of the Joint Training System, CJCSI 3500.01, CJCSM 3500.03, JTIMS, JLLIS, and Defense Readiness Reporting System (DRRS).
• Strong analytical, critical thinking, communication, presentation, and technical writing skills.
• Bachelor's degree in Cybersecurity, Information Technology, Military Studies, National Security, or a related field (or equivalent experience).
• Active DoD TS/SCI clearance with eligibility for a Counterintelligence (CI) Polygraph.
• Security+ (Sec+) certification required.

Preferred Qualifications for the Cyber Exercise Planner include

• ITIL v3 Foundation Certification.
• Experience supporting DISA, Joint Staff, Combatant Commands, or other DoD organizations.
• Experience developing cyber exercise scenarios and readiness assessments.

Compensation for the Cyber Exercise Planner includes:

• Salary Range: $160,000 - $170,000 depending on experience
