Project Manager III – Madison, WI (Remote/Local Candidates Only)

Seeking an experienced Project Manager to support large-scale Child Support systems projects within a government environment. The role involves managing multiple projects using Waterfall, Agile, and Hybrid methodologies while providing PMO support, risk management, communication planning, resource tracking, and coordination between business and technical teams.

Required Skills:
• 15+ years of project management experience with detailed work plans and PM tools
• Strong experience in requirements gathering, analysis, and design documentation
• Expertise in Unit Testing, System Testing, and UAT support
• Team management experience including task assignment and tracking
• Excellent verbal and written communication skills
• Experience with Azure DevOps, JIRA, MS Project, Excel, Word, and Outlook
• Technical background supporting CICS/DB2/COBOL/JCL/Mainframe and .NET applications
• Experience with SQL, SPUFI, QMF, File Manager, Debugger, or equivalent tools
• Knowledge of software change management tools such as Changeman, Control-M, or JIRA Service Management

• 15+ years experience creating and managing detailed project workplans using automated project management tools.
• 15+ years excellent oral and written communication skills.
• 12+ years experience in technical writing and documentation.
• 8+ years application development and support across the SDLC for CICS/DB2/COBOL/SAS/JCL mainframe systems.
• 15+ years experience with Microsoft products including Excel, Outlook, Project, and Word.
• 15+ years experience performing Unit/Development Testing, System Testing, and User Acceptance Testing (UAT) support.
• 10+ years experience with SQL, SPUFI, Platinum, File Manager, Debugger, QMF, or equivalent tools.
• 15+ years experience working with business customers to document requirements, analysis, and design deliverables.
• 10+ years experience using Changeman, CNTL-M, JIRA Service Management, or similar software/project tracking tools.
• 5+ years knowledge and experience with Child Support System Certification.
• 2+ years experience executing and documenting Test Decks for IV-D System Certification.
• 5+ years experience in Financial and/or Case Management Child Support Enforcement systems development and maintenance.
• Experience managing large, complex mainframe and web application development projects, including Microsoft .NET, COBOL, CICS, and DB2.
• Experience with Agile, Waterfall, and Hybrid Agile project methodologies.
• Strong experience in risk and issue management, resource allocation, status reporting, PMO support, communication plans, and stakeholder coordination.
• Experience managing multi-year projects with state and federal reporting requirements.
• Team management expertise, including creation, assignment, and tracking of tasks and responsibilities.
• Knowledge of PMI project management framework and industry-standard practices.

• IV-D Certification Test Deck execution experience
• Financial and Case Management Child Support Enforcement systems experience
• Familiarity with State government systems and standards
