RSNF Education & Training Specialist

GovCIO is currently hiring for a RSNF Education and Training Specialist tos upport the RSNF Training Department in designing, developing, delivering, and managing RSNF training and development programs to directly improve RSNF organizational performance . This position will be located inRiyadh, KSAand will be an on-site position.

Responsibilities
Support the RSNF Training Department's administrative processes by coordinating with relevant departments to enable training operations
Analyze RSNF educational needs and create prioritized training matrices and draft plans that support the RSNF Training Department's administrative processes and align with strategic objectives
Design and deliver training and development programs, including curricula, packages, materials, and learning guides, using approved methodologies to improve RSNF organizational performance
Develop quality standards, assessment tools, and evaluation frameworks to measure trainee/trainer outcomes, analyze program results, and close operational gaps to ensure continuous performance improvement.

Provide technical support on training policies, manuals, and compliance monitoring, while preparing periodic performance reports and indicators to sustain the Training Department's administrative processes.

Support the RSNF Training Department's administrative processes by preparing drafts of training plans, specialized programs, and capacity-building initiatives for submission to the relevant authority
Coordinate with relevant departments and entities to enable seamless training operations, execute joint initiatives, and align training tracks with RSNF's operational needs
Analyze training program results, identify performance gaps, and develop strategic improvement plans to optimize RSNF organizational readiness
Qualifications
Bachelor's with 0-2 years experience (or commensurate)
Candidate must be a Saudi National
Bachelor's degree in a field related to the assigned program or position AND a minimum of four (4) years of direct military experience in the associated functional task OR ten (10) years of combined military and civilian experience in the associated functional task.

Must have professional knowledge of RSNF Navy management theories, policies, principles, procedures, and techniques

Preferred Skills and Experience
At least 8 years of experience in developing policies and procedures, and in organizational and educational development. At least 3 years of practical experience in a military organization of a similar organizational nature. Experience in institutional governance, process re-engineering, and operational model design. Experience in institutional and digital transformation, quality management, and institutional accreditation. Experience in designing performance indicators, developing organizational guidelines, and managing change.

Experience in leading policy projects in highly regulated military or education environments. Experience in building partnerships with universities and higher education institutions, developing training policies, and building institutional capabilities
