Oracle Fusion Financials & EPM Program Manager

Location: Remote, with willingness to travel to California approximately once per month for onsite Steering Committee and governance sessions.

ENGAGEMENT TERMS

Engagement Structure: Program Management engagement scoped to full-lifecycle delivery of the Oracle Fusion Financials and EPM program. The Program Manager determines the method and manner of completing the work, subject to program milestones, governance cadence, and quality standards defined by Client.

Background Acceptance: The resource must complete a full legal and criminal background check prior to starting the project.

 

Oracle Fusion Cloud Financials, EPM & Analytics Program

ENGAGEMENT OVERVIEW

engaging a seasoned, client-side Program Manager on behalf of Client to lead an enterprise Oracle Fusion Cloud Financials and EPM program through go-live and hypercare. The Program Manager will own scope, schedule, budget, and deliverables against the systems integrator delivering the program, running PMO and Steering Committee governance, cutover planning, and change management directly for Client.

PROGRAM SCOPE

The program spans the full Oracle finance and EPM stack, including:

·       Fusion Financials (General Ledger, Payables, Receivables, Fixed Assets, Cash Management)

·       EPM Suite (Planning/EPBCS, Profitability & Cost Management/PCM, Financial Consolidation/FCCS, Account Reconciliation/ARCS)

·       Analytics & Accounting Hub (Fusion Data Intelligence/FDI, Fusion Accounting Hub/FAH)

·       Integrations & Data Migration (Facets claims/membership platform, Workday HCM, and migration off legacy GL, reconciliation, and reporting tools)

Program delivery spans design through build, test, data migration, cutover, go-live, and hypercare.

REQUIRED QUALIFICATIONS & EXPERIENCE

1.      Program Leadership. 10+ years leading enterprise finance/ERP and EPM programs, with at least three full-lifecycle Oracle Fusion Cloud Financials implementations delivered as Program Manager — design through build, test, data migration, cutover, go-live, and hypercare.

2.      Oracle Finance Stack Fluency. Fluent across the Oracle finance stack (Fusion Financials, EPM: Planning/EPBCS, Profitability & Cost/PCM, Consolidation/FCCS, Reconciliation/ARCS, plus FDI and FAH) at the level needed to run these as workstreams: challenge SI estimates, spot design shortcuts, and manage cross-module dependencies.

3.      Healthcare Payer Domain. Healthcare payer / health-plan domain experience, Medicare Advantage strongly preferred: fluent in claims, capitation and premium, risk adjustment (RAF), IBNR/actuarial, medical loss ratio, and both GAAP and statutory reporting. Regulated-insurance financials at minimum.

4.      SI Management. Proven client-side management of a Big-Four or major systems integrator — owning scope, schedule, SOW, deliverables, and cost against the SI, rather than being run by them.

5.      Profitability & Analytics Leadership. Has led a program delivering data-driven profitability and analytics as a core outcome, spanning cost allocation and profitability modeling (Oracle PCM), the analytics and reporting layer (FDI), and multi-source financial event capture through the Accounting Hub (FAH). Able to hold the SI accountable on allocation design, data model, and drivers as a connected capability rather than as a builder of any one of them.

6.      Financial Control Rigor. Managing a capitalized, multi-year program budget with commitments, actuals, and estimate-at-completion forecasting, and clean capex/opex discipline that stands up to audit.

7.      Integration & Data Migration Leadership. Coordinating interfaces to a claims and membership platform (Facets) and Workday HCM, and migrating off legacy GL, reconciliation, and reporting tools.

8.      Public-Company Controls Fluency. SOX, ITand SDLC, go-live control readiness, and working alongside internal and external audit.

9.      Cutover & Change Management. Sequencing cutover around a payer’s financial calendar (open enrollment, year-end close, RADV, bid season) and driving training and adoption.

10. Executive Governance & Communication. Runs PMO and Steering Committee cadence, RAID and risk management, and produces board- and Audit-Committee-ready, plain-language status. PMP or PgMP preferred.
