Senior COBOL Developer

experienced Senior COBOL Developer / Team Lead to support the maintenance, enhancement, development, and production support of its core DMV business system, Phoenix.

Phoenix is a mission-critical client-server application that supports South Carolina's driver and vehicle services, including traffic violation processing and legislative and federal compliance requirements. The system uses COBOL for backend processing and .NET for the user interface.

The selected candidate will work within the COBOL development team, lead technical analysis and solution design, collaborate with business units, and ensure the successful delivery of system enhancements. The candidate must be able to work independently and demonstrate strong technical leadership, problem-solving, and communication skills.

CJIS information security certification is required for this position and will be sponsored by SCDMV.

Key Responsibilities

• Analyze the Phoenix core business system and assigned tickets to identify development, maintenance, and system modification requirements.
• Lead the analysis of assigned tickets and projects, recommend technical solutions, and guide implementation.
• Collaborate with business units to gather requirements and develop business specifications.
• Translate business requirements into detailed technical specifications and obtain business sign-off.
• Develop, modify, debug, and maintain complex COBOL-based business applications.
• Perform coding, unit testing, system testing, deployment, and production implementation.
• Coordinate with impacted users to validate that delivered solutions meet documented business and technical requirements.
• Provide Level 3 (L3) production support, troubleshoot complex issues, and resolve system defects.
• Work with Oracle SQL databases in a Windows-based client-server environment.
• Provide daily and weekly project status updates to the development manager and business analysts.
• Lead technical planning, deployment activities, and development team coordination.
• Mentor and guide junior and less-experienced technical team members.
• Communicate effectively with business users, vendors, technical staff, and management.

Required Skills and Qualifications

• 6+ years of experience with Visual COBOL and/or Micro Focus COBOL.
• Working knowledge of Visual COBOL V9.
• 10+ years of experience developing and maintaining complex, mission-critical applications in a Windows-based client-server environment.
• 5+ years of experience leading a technical software development team, including planning and software deployment.
• 10+ years of experience coding and testing complex COBOL-based business applications using Oracle SQL databases in a Windows-based client-server environment.
• 5+ years of experience providing Level 3 (L3) production support.
• 5+ years of experience serving as the primary point of contact for business units to develop and review business and technical specifications and ensure delivery of required functionality.
• 10+ years of experience in systems analysis, design, coding, testing, debugging, and implementation for new systems and enhancements to existing systems.
• Strong analytical, troubleshooting, and problem-solving skills.
• Excellent verbal and written communication skills.
• Ability to work independently and lead technical activities effectively.

Preferred Skills

• Experience with Oracle 19 or later SQL.
• Familiarity with Microsoft Visual Studio, .NET, and C# development environments.
• Experience working in a government or public-sector environment.
• Visual COBOL technical certifications.

Education

• Bachelor's degree in Computer Science or a closely related discipline, along with 10 years of relevant experience.
