Position Summary
The Pennsylvania Public Utility Commission (PA PUC) is seeking an experienced Product Manager to lead the modernization of the CAI (Consumer Affairs/Complaint) application, a critical system used to manage and resolve public complaints involving utility companies.
This is a three-year modernization initiative involving product planning, application modernization, design, development, data conversion, testing, and implementation. The Product Manager will own the product vision and roadmap while working closely with business stakeholders, technical teams, solution architects, UX/UI teams, and vendors to deliver a modern, scalable, secure, and accessible solution.
Key Responsibilities
- Own the product vision, strategy, roadmap, and delivery plan for the CAI application modernization.
- Lead a large-scale public-sector modernization initiative, including planning, prioritization, and execution.
- Gather, analyze, document, and prioritize requirements from diverse business stakeholders.
- Translate business requirements into detailed user stories, acceptance criteria, and product backlog items.
- Manage and prioritize the product backlog based on business value, risks, dependencies, and project priorities.
- Partner with architects, developers, UX/UI teams, vendors, and business stakeholders to define modern technical and integration approaches.
- Facilitate Agile/Scrum ceremonies including backlog refinement, sprint planning, sprint reviews, and retrospectives.
- Oversee application testing, implementation, and release activities.
- Lead or coordinate large-scale data conversion and migration activities, including validation and testing.
- Define product success metrics, KPIs, milestones, and measurable outcomes.
- Identify project risks, dependencies, issues, and impediments and drive them toward resolution.
- Support change management, user adoption, training, and organizational readiness.
- Ensure the solution meets Commonwealth of Pennsylvania and PA PUC standards for security, accessibility, privacy, and compliance.
- Ensure compliance with WCAG 2.1 accessibility standards and applicable public-sector requirements.
- Provide regular project/product status updates, recommendations, and progress reports to IT leadership and business sponsors.
Required Qualifications
- 5+ years of experience as a Product Manager leading large-scale $10M+ public-sector modernization initiatives.
- Proven experience modernizing legacy applications or leading enterprise digital transformation programs.
- Strong experience gathering requirements and converting business needs into actionable user stories, acceptance criteria, and product backlogs.
- Hands-on knowledge of Agile/Scrum methodologies and Agile tools such as Azure DevOps, Jira, or similar platforms.
- Experience overseeing and testing large-scale data conversion/migration projects.
- Strong stakeholder management skills with the ability to work effectively with both technical and non-technical teams.
- Excellent written and verbal communication skills.
- Strong organizational, analytical, prioritization, and problem-solving abilities.
- Ability to manage multiple competing priorities, risks, dependencies, and deadlines.
Highly Desired Qualifications
- Experience with enterprise application modernization, legacy platform migration, or transition to modern cloud architectures.
- Experience with Microsoft technologies and Azure cloud platforms.
- Experience with Content Management Systems (CMS).
- Experience with business process improvement and business process reengineering.
- Knowledge of WCAG 2.1 and accessibility requirements.
- Previous experience working with the Commonwealth of Pennsylvania, PA state agencies, or similar public-sector organizations.
- Experience working on government or regulated-industry applications.
- YAFOS Certification.
- Bachelor’s degree in Business, Information Systems, Computer Science, or a related field, or equivalent professional experience.
Ideal Candidate
The ideal candidate will be a senior Product Manager with a strong background in public-sector application modernization, legacy system transformation, Agile product management, requirements gathering, data conversion, and stakeholder management. Candidates should be comfortable working with both business and technical teams and leading a multi-year modernization initiative from planning through implementation.
Hybrid Requirement: Candidates must be able to work onsite in Pennsylvania 2 days per week, with Wednesday being one of the required onsite days. The remaining 3 days may be worked remotely.
