Job Title: Programmer Analyst
Work Location: Hybrid
Location: Austin, TX

Position Summary

Client is seeking a Developer/Programmer Analyst to support electronic case reporting (eCR), data interoperability, and modernization of the Texas Birth Defects Registry (TBIRDS).

The selected candidate will assess business and technical requirements, develop automated processes to ingest electronic initial case reports (eICRs), and enable automatic population of selected registry fields. This role will also develop dashboards, improve clinical review workflows, and ensure data accuracy through testing and validation.

Required Qualifications

Qualification

Minimum Experience

Developing, testing, maintaining, and troubleshooting SAS, Python, R, or similar programming language scripts

8 years

System integration, dashboard creation, and workflow automation to improve interoperability

8 years

Working with structured or semi-structured health, public health, or complex administrative data, including databases and database querying

8 years

Preparing system requirements reports and translating programmatic and business needs into technical solutions

8 years

Testing and validating automated data integration solutions

8 years

Documenting code, technical specifications, workflows, and procedures

8 years

Analytical problem-solving, communicating with technical and nontechnical staff, and collaborating across teams

8 years

Preferred Qualifications

Electronic case reporting (eCR/eICR), Electronic Health Records (EHR), or Health Information Exchange (HIE); healthcare interoperability standards such as HL7, XML, or FHIR; SNOMED CT or other clinical terminology standards

SQL and relational databases, public health surveillance systems or registries, data linkage and matching, and automated data pipelines or ETL processes
