Job Description

Role: Contracts Manager / Contract & Vendor Management Specialist

​Location: Vermont/ Remote within USA

Duration: 1 year

​​Required Qualifications

7+ years of experience in contract management, vendor management, procurement, technology contracting, or a closely related area.

Demonstrated experience developing, reviewing, administering, and managing IT/technology contracts, Statements of Work, and vendor agreements.

Experience establishing and managing SLAs, KPIs, performance measures, deliverables, and acceptance criteria.

Strong experience with vendor performance management, including monitoring contractual obligations and addressing performance deficiencies.

Experience identifying and mitigating contractual, vendor, compliance, and operational risks.

Experience supporting contract negotiations and working collaboratively with procurement and legal teams.

Ability to interpret complex contractual requirements and translate business and technical requirements into clear contractual language and measurable outcomes.

Strong analytical, organizational, facilitation, negotiation, and written/verbal communication skills.

Demonstrated ability to coordinate effectively among executive leadership, program teams, procurement, legal, technical teams, and external vendors.

Experience producing executive-level reports, recommendations, contract documentation, and vendor performance analysis.

​Preferred Qualifications

Experience supporting large-scale IT modernization or enterprise system implementation programs.

Experience managing contracts involving multiple technology vendors and complex system integrations.

Experience with government/public-sector procurement and contract management.

Knowledge of federal and state compliance and funding requirements associated with public-sector technology programs.

Experience with health and human services, child welfare, human services technology, or similar government programs.

Familiarity with CCWIS or other federally funded child welfare technology modernization programs.

Contract-management or procurement certifications such as CPCM, CFCM, CCCM, NCMA certifications, PMP, or equivalent are preferred.

Microsoft 365 Suite – Word, Excel, PowerPoint, Project, Visio, and related applications

Microsoft SharePoint – document repositories and collaboration

Microsoft Teams – communications and collaboration

Azure DevOps – requirements, work items, tracking, and project coordination

DocuSign – contract execution and document workflow

Adobe PDF and other State-approved deliverable formats
