QBuild has established the Build to Enable (B2E) Program, focussing on adopting modern business solutions & creating a technology platform to support simpler, more efficient and customer-focused processes. As part of this transformative journey, QBuild is offering an exciting temporary opportunity until December 2028 for a Subject Matter Expert - Project Portfolio Management (AO8) to support the B2E Program providing expertise to ensure solutions align with business requirements within the Program & externally.

QBuild is a commercialised business unit of the Queensland Government. It has been Queensland Government's builder for over 160 years, playing an important role in communities across the state by building and maintaining government-owned assets such as schools, social housing, police stations and correctional and health facilities.

About The Role

This is a temporary position within QBuild's Build to Enable (B2E) Program, established to deliver a modern eco-system of business solutions.

As the Subject Matter Expert for Project Portfolio Management (PPM), you will provide authoritative advice and specialist expertise across QBuild's Plan and Build services - spanning capital project planning and delivery, construction, upgrades and improvements, and defect management - contributing to the design of the Program's solutions and working with senior stakeholders to ensure outcomes are fit for purpose and aligned with Queensland Government priorities.

Duties And Skills Involve
  • Providing strategic leadership and expert advice on the relevant QBuild business domain, influencing decisions through analysis and recommendations to the Product Owner and governance forums.
  • Facilitating requirements gathering and contributing to design documents relating to business processes and requirements.
  • Leading development of business rules, process standards and improvement opportunities that shape the project's solutions.
  • Leading the technical validation of "To-Be" processes and solution designs, supporting the Product Owner's determination of business acceptability.
  • Contributing to data conversion, cleansing, collection and validation to support solution readiness.
  • Contributing specialist input to the design of process scenarios for integration, system, user acceptance and performance testing, and to the development of training materials.
  • Building relationships with domain stakeholders to support effective delivery.
  • Contributing to the development of operational and, where relevant, strategic business reporting requirements.
  • Participating in change management activities including capability uplift across your domain, identifying risks within your domain, and promoting Agile ways of working within the project.
Additional Requirements (Desirable)
  • Provide strategic leadership and authoritative specialist advice within the relevant QBuild business domain, applying expertise to the QBuild business context.
  • Develop and refine business rules, process standards and improvement opportunities through expert analysis and actionable recommendations.
  • Interpret and synthesise detailed and complex information from diverse sources, including program and project documentation.
  • Engage effectively with stakeholders across your business domain, contributing analysis and recommendations to executive and governance discussions as required.
  • Contribute to and promote an Agile way of working within a complex program of work.
