Product Manager – Application Modernization

seeking an experienced Product Manager to lead the modernization of its CAI application, which supports the resolution of public complaints involving utility companies.

The Product Manager will lead product strategy, roadmap development, requirements gathering, backlog management, and delivery throughout a three-year modernization initiative. This role requires close collaboration with business stakeholders, technical teams, solution architects, UX/UI designers, and vendors to deliver a modern, secure, accessible, and scalable application that meets current and future business needs.

Key Responsibilities

• Define and manage the product vision, strategy, and roadmap for the CAI application modernization project.
• Gather, document, and prioritize business requirements and functional user stories.
• Translate business needs into actionable user stories, acceptance criteria, and product backlog items.
• Collaborate with developers, solution architects, UX/UI designers, and vendors on technical solutions and integrations.
• Prioritize features and technical work based on business value, risks, dependencies, and strategic objectives.
• Facilitate Agile ceremonies, including backlog refinement, sprint planning, sprint reviews, and retrospectives.
• Serve as the primary liaison between business stakeholders and technical delivery teams.
• Oversee testing and validation of large-scale data conversions.
• Define success metrics and KPIs and monitor product delivery and performance.
• Support change management, user adoption, and end-user training.
• Ensure compliance with security, data privacy, accessibility, WCAG, and Commonwealth standards.
• Identify project risks, dependencies, and impediments and coordinate their resolution.
• Provide regular status updates and recommendations to IT leadership and business stakeholders.
• Drive process improvements and ensure the modernized application aligns with enterprise architecture standards.

Required Qualifications

• Minimum 5 years of experience as a Product Manager leading large-scale public-sector modernization initiatives valued at $10 million or more.
• Demonstrated experience modernizing legacy applications or leading digital transformation projects.
• Strong experience gathering requirements from diverse stakeholders and translating them into prioritized product backlogs.
• Working knowledge of Agile/Scrum methodologies and tools such as Azure DevOps, Jira, or similar platforms.
• Experience overseeing and testing large-scale data conversions.
• Excellent written and verbal communication skills.
• Strong organizational, prioritization, and stakeholder management skills.
• Ability to manage competing priorities and coordinate cross-functional teams.

Preferred Qualifications

• Experience with enterprise application modernization and migration to modern architectures.
• Familiarity with Microsoft technologies, Azure cloud platforms, and content management systems.
• Experience in process improvement and business process reengineering.
• Knowledge of WCAG 2.1 accessibility standards and public-sector compliance requirements.
• Previous experience working with Commonwealth of Pennsylvania agencies or similar public-sector organizations.
• Bachelor's degree in Business, Information Systems, Computer Science, or a related field, or equivalent experience.
• YAFOS certification.
