Position – Program Manager – Oracle Utilities Customer Information Systems (CIS)
Location – Woodbridge VA 22192 (Hybrid)
Type – Contract/Contract to hire
 
Job Description
We are seeking an experienced Program Manager with strong expertise in Oracle Utilities Customer Information Systems (CIS) to lead large-scale Oracle Utilities transformation and implementation programs. The ideal candidate will have a strong understanding of utility business processes, Oracle Utilities applications, program governance, stakeholder management, and delivery of complex technology programs.
The Program Manager will oversee multiple workstreams and cross-functional teams, ensuring successful delivery of Oracle Utilities CIS programs within scope, schedule, budget, and quality expectations.
Required Qualifications
  • 10+ years of experience in IT Program/Project Management.
  • 5+ years of experience managing Oracle Utilities / CIS programs.
  • Strong understanding of Oracle Utilities Customer Information Systems (CIS).
  • Experience with Oracle Utilities Customer Care & Billing (CC&B) and/or Customer to Meter (C2M).
  • Experience leading large-scale Oracle Utilities implementations or transformation programs.
  • Proven experience managing multiple workstreams and large cross-functional teams.
  • Strong experience with program governance, risk management, financial management, resource planning, and executive reporting.
  • Experience managing system integrators and third-party vendors.
  • Excellent stakeholder management and communication skills.
  • Experience with Agile, Waterfall, or hybrid delivery methodologies.
Preferred Qualifications
  • PMP, PgMP, or equivalent program management certification.
  • Experience in the electric, gas, water, or energy utility industry.
  • Experience leading enterprise-scale CIS modernization or replacement programs.
  • Experience with Oracle Utilities cloud implementations.
  • Experience managing global/distributed delivery teams.
  • Oracle Utilities certifications are a plus.
