Position Overview
The client is seeking an experienced Elections Systems Project Manager & County Support Consultant to support the development, maintenance, enhancement, and effective use of the Statewide Elections Management System (SEMS).
This role will oversee software development activities, coordinate third-party vendors, manage technical issues and enhancement requests, and serve as a key liaison between the Elections Division, county election officials, and the system development vendor. The successful candidate will help ensure that SEMS enhancements and deliverables align with agency requirements, operational priorities, and county election administration needs.
The position will also provide technical consultation, coordinate user training, and support county election officials in using SEMS effectively. Candidates should bring strong project management, vendor coordination, technical issue management, and stakeholder communication skills, along with familiarity with Mississippi election administration and county election processes.

Key Responsibilities

1. Software Project Management
  • Oversee and coordinate SEMS development activities, enhancements, and system-related projects.
  • Monitor project schedules, milestones, deliverables, and progress against agency requirements.
  • Coordinate project priorities and communicate progress, risks, issues, and dependencies to agency leadership.
  • Ensure development activities align with operational needs and established agency requirements.

2. Third-Party Vendor Management

  • Serve as the primary agency liaison to the SEMS development vendor.
  • Coordinate vendor activities, deliverables, schedules, and issue resolution.
  • Communicate agency and county requirements to the vendor and track progress toward resolution.
  • Monitor vendor performance and help ensure deliverables meet agreed-upon expectations.

3. Elections Systems and Government Operations

  • Support the effective operation and utilization of SEMS across Mississippi counties.
  • Serve as a liaison between the Elections Division, county election officials, and the development vendor.
  • Gather, document, and communicate system feedback, enhancement requests, and operational concerns.
  • Maintain familiarity with Mississippi election administration and county election processes.
4. Technical Issue and Enhancement Management
  • Document, categorize, track, and prioritize SEMS issues and enhancement requests submitted by the agency or counties.
  • Coordinate with the vendor and relevant agency personnel to facilitate timely and effective resolution.
  • Monitor outstanding issues, communicate status updates, and escalate unresolved or critical concerns.
  • Support testing, validation, and release coordination for system enhancements, as applicable.
5. County Consultation, Training, and Communication
  • Provide technical assistance and system-use guidance to county election officials.
  • Respond to SEMS functionality, utilization, and troubleshooting inquiries.
  • Assist with planning, coordinating, and delivering training on SEMS features, system operations, and applicable election processes using agency-approved materials.
  • Communicate system updates, issue resolutions, and authorized guidance clearly to technical and nontechnical stakeholders.
  • Refer questions involving election policy, legal interpretation, or official procedural guidance to authorized agency personnel or official sources. The contractor must not independently provide election-related policy, procedural, or legal interpretations.
Required Skills and Experience
Candidates must demonstrate the following qualifications to be considered:
  • 10+ years of relevant professional experience, including experience in software application project management, technical coordination, vendor management, or related technology delivery activities.
  • Demonstrated experience coordinating software development projects, system enhancements, and technical deliverables.
  • Experience managing third-party software vendors and coordinating activities among multiple stakeholders.
  • Strong technical issue management skills, including documenting, tracking, communicating, escalating, and coordinating issues through resolution.
  • Excellent organizational, analytical, communication, and problem-solving skills.
  • Ability to communicate effectively with technical teams, government personnel, leadership, and end users.
  • Experience providing system consultation, user support, or training to government personnel or other end users.
  • Required familiarity with Mississippi election administration, Mississippi county election processes and procedures, and the Statewide Elections Management System (SEMS).
Candidates must clearly demonstrate the required qualifications in their resumes to be considered for submission.
