Role Overview
An experienced Senior Business Systems Analyst / Functional Consultant is sought to support a custom-developed Renewable Fuels Compliance Management Platform. This platform serves as a system of record for Renewable Identification Number (RIN) lifecycle management, EPA compliance, regulatory reporting, and financial reconciliation processes. The successful candidate will become a key functional and operational resource for the Regulatory application, serving as the liaison between business stakeholders, compliance teams, accounting, operations, and technology teams.
Key Responsibilities

• Partner with business, compliance, accounting, and technology stakeholders to understand business processes, regulatory requirements, and operational needs.
• Gather, analyze, document, and maintain business, functional, and non-functional requirements.
• Develop user stories, process flows, use cases, functional specifications, and acceptance criteria.
• Troubleshoot production issues and coordinate resolution of incidents, defects, and system problems.
• Serve as a primary functional analyst supporting the Regulatory application.
• Support business processes across the RIN lifecycle, including generation, acquisition, separation, transfer, retirement, and compliance reporting activities.
• Develop and execute test scenarios, test cases, and validation procedures.
• Support application lifecycle management activities including infrastructure upgrades, security initiatives, platform upgrades, and modernization efforts.

Required Qualifications

• 7+ years of experience as a Business Systems Analyst, Functional Consultant, Product Analyst, Application Analyst, or similar role.
• Experience supporting complex custom-developed enterprise applications.
• Strong business process analysis and requirements elicitation skills.
• Experience developing functional specifications, user stories, process flows, and acceptance criteria.
• Experience supporting production systems and managing defect resolution activities.
• Experience with Agile methodologies.
• Strong understanding of software development lifecycle (SDLC) processes.
• Experience supporting SIT, UAT, regression testing, and production releases.
• Excellent communication, facilitation, and stakeholder management skills.
• Strong analytical and problem-solving abilities.

Preferred Qualifications

• Experience supporting regulatory, compliance, accounting, finance, trading, commodity, energy, or environmental applications.
• Understanding of Renewable Fuel Standard (RFS), Renewable Identification Numbers (RINs), or environmental compliance programs.
• Familiarity with Environmental Protection Agency (EPA) Moderated Transaction System (EMTS) processes and compliance reporting.
• Experience supporting SOX-controlled applications.
• Understanding of application integrations, APIs, XML-based interfaces, and data reconciliation processes.
• Experience working with Azure-hosted applications and modern cloud architectures.
• Knowledge of SQL and data analysis techniques.
• Familiarity with .NET-based applications and enterprise integration platforms.
