Senior Technical Project Manager

I am reaching out for a Senior Technical Project Manager / Scrum Master opportunity supporting a tolling modernization program. This role will initially focus heavily on traditional project management, with increasing Scrum Master responsibilities as Agile teams mature.

Key Responsibilities:

• Manage project plans, schedules, resources, dependencies, risks, issues, and deliverables.

• Coordinate development, QA, cloud, security, and operations teams.

• Lead project status reporting and communicate progress, risks, and issues to leadership.

• Facilitate Scrum ceremonies including Sprint Planning, Daily Standups, Backlog Refinement, Sprint Reviews, and Retrospectives.

• Support Product Owners and Business Analysts with backlog readiness and organization.

• Guide teams toward structured Agile/Scrum practices.

• Monitor work in Azure DevOps and support ticket-based development activities.

• Coordinate release planning and delivery sequencing.

• Drive process improvements, documentation, reporting, and delivery practices.

• Ensure compliance with VDOT/VITA project management guidelines.

Required Qualifications:

• 8+ years of technical project management experience using both Waterfall and Agile methodologies.

• PMP and CSM certifications required.

• 8+ years managing modernization or cloud-related projects.

• Strong understanding of SDLC.

• Experience working with development, QA, and engineering teams.

• Strong Scrum/Agile knowledge and experience facilitating Scrum ceremonies.

• 8+ years with Azure DevOps or similar tools.

• 8+ years with Microsoft Planner Premium or similar project management tools.

• Advanced Microsoft Excel, Visio, and MS Office skills.

• Strong communication, organization, and independent ownership skills.

Desired Qualifications:

• 10+ years of technical project management experience.

• Experience with microservices and/or API-driven environments.

• Experience implementing delivery process improvements.

• Tolling or transportation industry experience.
