Position: Technical Product Manager- 163924

Location: Washington, DC Local

Duration: 12 months

Technical Product Manager – Network & Infrastructure Platforms to drive high-visibility enterprise platform initiatives for our premier passenger rail client in Washington, D.C. Operating within the Enterprise Platforms & Enablement (EPE) portfolio and supporting the "Connecting Amtrak" value stream, this key leader will champion the shift to a "Platform as a Product" model across Connectivity, Secure/Compliant Access, Reliability, and Continuous Operations. Partnering with executive leaders, Architecture, Engineering, and Agility Enablement, you will translate high-level portfolio vision into multi-year product roadmaps, mentor established Product Owners, and bridge complex technical networking capabilities with frontline enterprise business outcomes.

 

Key Responsibilities

  • Product Vision & Long-Term Roadmap: Apply and reinforce best-in-class Product Management practices to establish, maintain, and execute comprehensive multi-year product strategies aligned with overarching enterprise and technology roadmaps.
  • Backlog Management & Prioritization: Drive feature and user story prioritization across multiple technical product teams, balancing business value, operational risk, technical feasibility, and customer feedback.
  • PO Mentorship & Team Leadership: Lead and guide established Product Owners within the Agile Release Train (ART), ensuring strategic portfolio objectives are seamlessly translated into actionable delivery backlogs.
  • Cross-Functional & Stakeholder Alignment: Partner closely with executive stakeholders, Engineering, Architecture, Agility Enablement, and operations leaders to deliver cohesive platform capabilities for frontline employees and passenger rail operations.
  • SAFe Framework Champion: Champion Scaled Agile Framework (SAFe) principles across teams, establishing predictable cadence, participating in PI Planning, and driving agile maturity across Digital Technology.
  • Metrics & Value Tracking: Define, monitor, and report key performance indicators (KPIs) and operational success metrics to measure platform value, validate outcomes, and guide strategic pivots.
  • Technical & ITSM Thought Leadership: Act as a platform subject matter expert, bridging business objectives with complex infrastructure topics and advocating for IT Service Management (ITSM) and change management best practices.

Qualifications & Requirements

  • Experience: 9 to 12+ years of progressive experience in technical product management and leadership roles, with a proven track record of influencing senior stakeholders and guiding product teams.
  • Domain Expertise: Deep technical background in IT infrastructure, enterprise networking, and distributed architecture—including strong working knowledge of firewalls, cloud connectivity, VLANs, network segmentation, access security, and operational availability.
  • ITSM Fluency: Well-versed in IT Service Management (ITSM) concepts, operational readiness, and formal enterprise change management practices.
  • Agile Frameworks: Extensive hands-on experience in SAFe (Scaled Agile Framework) environments; active SAFe POPM (Product Owner/Product Manager) certification is strongly preferred.
  • Technical Toolset: Proficient with Jira Software, Jira Align, Confluence, FigJam, AgilityHealth, and modern enterprise collaboration software.
  • Soft Skills & Certifications: Outstanding executive communication, workshop facilitation, analytical, and data-driven decision-making skills. ITIL certification is a major plus.
  • Education: Bachelor’s degree in Computer Science, Information Technology, Engineering, or equivalent applied senior-level experience.
