Senior IT Project Manager – Portfolio (PPM) Tool Rollout – Pennsylvania state agency

Contract: Nov 2, 2026 – Jun 30, 2027 (W2 only, through Cybrty Inc.)
Location: Mostly remote, onsite in Harrisburg, PA as needed. Local candidates only.
Schedule: 37.5 hours/week
No C2C, no 1099, no sponsorship.

Please note: the client wants a true Senior IT Project Manager. Architects, developers and business analysts will not be considered.

About the role
The state's Strategic Portfolio Management Office recently launched a new Project Portfolio Management (PPM) tool. You will help expand it by leading portfolio, program or agile management processes from definition to delivery, running a pilot, then helping PMOs across the enterprise adopt it.

What you will do

• Help PMs adopt project planning and scheduling in the tool through demos, office hours and 1-on-1 help
• Roll out the project change request workflow
• Help configure portfolio, program and/or agile modules in the PPM tool
• Work with the tool's development team from requirements through testing
• Pilot new modules, then support wider rollout
• Build role-based training, tips and knowledge base articles
• Support governance committees that prioritize PPM tool features

What you need

• 7+ years as an IT Project Manager (in the PM role itself)
• 3+ years of program, portfolio or agile project management
• Experience with software testing, training and user guides
• Strong scheduling skills in Microsoft Project or an enterprise PPM tool
• Working knowledge of Visio and Microsoft Office

Nice to have

• PMP, PgMP, PfMP, Scrum or SAFe certification
• ServiceNow Strategic Portfolio Management (SPM) experience
