Job Description

Overview:

GovCIO is currently hiring for a Senior Curriculum Manage to organize, direct, and manage a team of F-OCONUS task-order support personnel to provide technical and administrative support for the analysis, maintenance, and development of training curriculum, courseware, and training systems. This position will be located in Pensacola, FL and will be an onsite with occasional remote work position.

Responsibilities:
  • Lead the planning, execution, and oversight of curriculum development efforts supporting the Royal Saudi Naval Forces (RSNF) training modernization program.
  • Serve as the senior functional authority for curriculum development activities, providing strategic direction, production guidance, and technical oversight to curriculum development personnel throughout the instructional systems development lifecycle.
  • Establish production priorities and provide strategic scheduling guidance for curriculum products, standard operating procedures (SOPs), handbooks, technical reports, and other contractual deliverables to ensure customer priorities and program milestones are achieved.
  • Perform senior-level quality assurance reviews as the final internal approval authority for curriculum development deliverables, ensuring technical accuracy, instructional integrity, compliance with contractual requirements, and adherence to established quality standards before customer submission.
  • Direct front-end analysis (FEA) activities for new curriculum development efforts, providing final technical approval of analysis products before customer review and authorization.
  • Present front-end analysis findings and recommendations to customer stakeholders, facilitate key decision-point discussions, document customer decisions, and communicate approved direction to production teams for execution.
  • Lead curriculum project kickoff meetings with customer representatives to establish project scope, requirements, assumptions, milestones, and development expectations for each assigned curriculum effort.
  • Serve as the primary point of contact for customer engagement throughout the curriculum development lifecycle, providing routine production updates, addressing customer inquiries, resolving issues, and ensuring alignment with evolving operational requirements.
  • Deliver completed curriculum packages to the customer, ensuring all required documentation, supporting materials, and contractual deliverables are complete, accurate, and ready for acceptance.
  • Prepare and present executive-level production status briefings during recurring customer program management reviews, communicating overall project health, schedule performance, risks, accomplishments, and upcoming milestones.
  • Collaborate routinely with overseas (OCONUS) program leadership to establish priorities, coordinate workload, resolve production challenges, and align curriculum development activities with overall program objectives.
  • Provide functional leadership, guidance, and oversight to the Learning Standards Office staff located in the Kingdom of Saudi Arabia, ensuring consistency in instructional standards, production processes, and customer support activities.
  • Supervise and mentor curriculum development personnel, providing technical direction, workload prioritization, performance guidance, and professional development to ensure successful execution of program objectives.
  • Coordinate closely with the Operations Manager and other functional managers to synchronize curriculum development activities with overall contract operations, resource planning, and customer priorities.
  • Monitor production schedules, identify project risks, recommend mitigation strategies, and proactively adjust priorities to maintain contractual performance objectives.
  • Ensure curriculum development products comply with applicable instructional systems design methodologies, contractual requirements, customer standards, organizational processes, and quality management procedures.
  • Foster effective collaboration among instructional developers, subject matter experts, Learning Standards personnel, leadership, and customer representatives to achieve successful project outcomes.
  • Evaluate customer-requested changes to curriculum products and program deliverables, assess impacts to scope, schedule, resources, and production priorities, and provide recommendations for implementation.
  • Manage customer-driven reprioritization of curriculum development efforts, balancing competing requirements while minimizing schedule impacts and maintaining contractual commitments.
  • Provide senior technical leadership on instructional systems development methodologies, curriculum design principles, learning standards, and organizational processes to ensure consistent, high-quality training products.
  • Support workforce planning and resource allocation activities by assessing workload demands, identifying staffing requirements, and recommending resource adjustments to meet program objectives.
  • Develop, implement, and continuously refine governance documentation, process guidance, and other organizational artifacts to improve program execution and standardize operational practices.
  • Identify opportunities to improve curriculum development processes, workflows, quality assurance activities, and production efficiencies through continuous process improvement initiatives and implementation of best practices.
  • Support business development, capture, transition, and program startup activities by providing subject matter expertise, curriculum management insight, technical reviews, and operational recommendations as requested.
Qualifications:

Bachelors with 2-5 years (or commensurate experience)

Required Skills and Experience

 

    • Demonstrated experience leading geographically dispersed and/or OCONUS teams supporting multiple concurrent projects, including workload prioritization, resource planning, schedule management, production tracking, and customer-driven reprioritization
    • Ability to travel OCONUS/passport
       

     

    Preferred Skills and Experience

     

    • Master's in Education, Instructional Design and Technology
    • Professional Certification: (e.g., PMP, PgMP, CAPM, or equivalent)
    • Previous experience working with foreign militaries 
    • Previous U.S. Navy experience
    • Active clearance
