Job Description
Program Manager III – Consumer Lending Compliance
Department: Consumer Lending Compliance
Location: Remote (U.S.). Pacific Time working hours preferred. Candidates local to San Diego, CA are a plus but not required.
Role Type: Contract — approximately 10 months, starting ASAP. Extension or conversion to a full-time role is possible but not guaranteed.
About Our Client
Our client is a well-established global financial technology company, founded in the early 1980s, that has grown into one of the most recognized names in consumer and small-business finance. Their product portfolio spans personal finance management, tax preparation, small-business accounting, and consumer credit and lending, serving tens of millions of consumers and businesses across North America and beyond. Driven by a mission to power financial prosperity for the people they serve, the company pairs deep regulatory discipline with a culture of innovation — including the active, responsible use of AI across its teams.
Job Description
Our client is expanding its Consumer Lending Compliance function and needs a hands-on compliance subject matter expert to stand up a stronger compliance framework for its personal loan and auto loan brokering activities. This is a specialized, high-impact individual contributor role focused on compliance program ownership rather than general project management. Over an iterative 10-month build, you will spend roughly the first half establishing the foundation of the compliance management system and the second half expanding, refining, and optimizing policies, controls, monitoring, and risk processes.
Day to day, you will draft and manage policies, procedures, and monitoring requirements; build the mechanisms that detect and surface compliance risk; and run ongoing risk assessments that identify exposures, evaluate existing controls, and recommend improvements. You will own compliance monitoring end to end, pulling in technical teams when data or systems are needed to make it work.
Success in this role depends on strong cross-functional partnership. You will work closely with Product, Engineering, Legal, Marketing, and lending partners to ensure broker activities comply with applicable federal and state regulations and partner requirements, and you will keep senior leadership informed on program build-out, progress against timelines, and emerging risks. The ideal candidate is a consumer lending compliance professional who can independently build compliance frameworks from the ground up and is genuinely energized by the challenge of scaling a program in a fast-moving, regulated environment.
Duties and Responsibilities
- Build out a more robust compliance management system for personal loan brokering and auto loan brokering.
- Draft, develop, and manage compliance policies, procedures, and monitoring requirements.
- Build and operate compliance monitoring mechanisms that detect and alert stakeholders to potential risks.
- Drive ongoing risk assessments across personal and auto loan broker activities.
- Identify compliance risks and existing controls, and recommend control improvements.
- Manage compliance controls for areas such as state licensing obligations and lien/title release monitoring on paid-off auto loans.
- Track identified compliance issues and drive remediation efforts and corrective action plans to closure.
- Provide senior management with regular status updates on program build-out, timelines, risks, and obstacles.
- Partner cross-functionally with Product, Engineering, Legal, Marketing, and lending partners on time-sensitive priorities.
- Independently manage compliance initiatives while collaborating with technical teams when data or systems are needed.
Required Experience/Skills
- 5+ years of compliance experience within fintech, payments, financial services, or an equivalent regulated environment.
- Direct, hands-on experience with consumer lending compliance — loan brokering experience is the top priority.
- Familiarity with applicable federal and state regulations, including ECOA, FCRA, TILA, FDCPA, UDAP, GLBA/Privacy, OFAC, and state lending and broker licensing requirements.
- Experience building or scaling compliance programs and/or Compliance Management System (CMS) elements for new or growing product areas.
- Experience developing policies, procedures, and compliance monitoring.
- Demonstrated risk assessment and controls experience.
- Experience providing compliance advisory to business teams.
- Experience with third-party/vendor management.
- Strong cross-functional stakeholder management and proven project management skills.
- Strong analytical, problem-solving, organizational, and communication skills, with the ability to work independently as a self-starter.
Nice-to-Haves
- Direct auto lending or personal lending compliance experience (preferred over mortgage lending when candidates are otherwise equal, though mortgage lending experience can transfer).
- Experience with loan brokering models and related obligations, particularly state broker licensing.
- Prior work in a fintech environment.
- Professional compliance, audit, or fraud certifications such as CFE, CIA, CRCM, or other relevant credentials.
- Comfort with everyday collaboration and productivity tools (Google Docs/Sheets, Microsoft Outlook) and responsible use of AI tools such as Claude, ChatGPT, or Copilot.
Education
Bachelor's degree required, paired with 5+ years of compliance experience within fintech, payments, or financial services, or equivalent experience.
Pay & Benefits Summary
- Pay rate: $96.48/hour (W-2 contract).
- Approximately 10-month contract with the possibility of extension or conversion to a full-time role (not guaranteed).
- Fully remote within the U.S.
