Mandatory Qualifications:

1.  Level III- More than seven (7) years of experience working on complex projects with 2 or more years in a leadership role as a Developer

 

2.  7 years of experience in utilizing a variety of technologies and frameworks to achieve project goals, adapting to new tools as necessary with hands-on experience in full stack development, using modern OO programming languages (.NET C# preferably) for Web Services, Database, or web application development. 

 

3.  Minimum of four years working in an Integrated Eligibility System Program in various workstreams including Fair Hearings in a Health and Human Service settings. 

Desirable Qualifications:

1.  7 years of experience in developing and maintaining applications using distributed version control (e.g. Azure DevOps, Git, SonarQube) including experience with Continuous Integration and Continuous Delivery techniques 

 

2. 5 years of experience developing with .NET Core, .NET 6, .NET 8. 

 

3.  7 years of experience developing web applications utilizing MVC Patterns and Angular 

 

4.  5 years of experience developing, building, and testing Java EE applications using modern IDE's. 

 

5.  7 years of experience performing database operations, optimization, and maintenance using SQL Server and Oracle 

 

6.  4 years of experience with Web APIs and JSON. 

 

Travel/Part-Time/Duties/ Responsibilities:

 Responsibilities will include: 

  • translation of the business requirement and use cases to develop enterprise applications and unit testing of same. 
  • Work with the technical leads and architects to transform the high- and low-level system design into technical components. 
  • Develop applications based on technical requirements, design & architecture principles & standards 
  • Build reusable code and libraries for platform & shared services 
  • Produce work products and applications that reflect and ensure system design and delivery are in line with business needs and project plan. 
  • Collaborate with other team members and stakeholders 
  • Other duties as assigned 

Consultants may be eligible to telecommute for more than 50% of their work hours, up to and including 100% remote work. Telecommuting arrangements require direct manager approval and are subject to change based on program needs. Consultants approved for 100% remote work must attend monthly in-person meetings at the Albany office and be available for major milestone meetings as needed. 

How many candidates will be interviewed:

IES will interview at least the top five highest candidates. If none of the five provide best value, IES will request to interview all candidates deemed susceptible based on technical and cost evaluations.
