The Project Manager I provides hands-on IT leadership, management, supervision and support to various projects in a variety of roles, to oversee the work of a technical team and provides expertise, such as: organizing, planning, and execution of project management responsibilities for in-house software and VENDOR integration projects. Assist with establishing and implementing project management processes and methodologies for the IT community to ensure projects are delivered on time, within budget, adhere to high quality standards and meet customer expectations. Responsible for assembling project plans and teamwork assignments, directing and monitoring work efforts on a daily basis, identifying resource needs, performing quality review; and escalating functional, quality, timeline issues appropriately. Responsible for tracking key project milestones and adjusting project plans and/or resources to meet the needs of the customers. Coordinates communication with all areas of the enterprise, including executive levels, which may impact the scope, budget, risk, and resources of the work effort being managed. Must possess extensive knowledge and expertise in the use of project management methodologies and tools, resource management practices and change management techniques. This is a management role with human resource management responsibilities (e.g., overseeing staff in a matrix structure for project lifecycle, indirect performance management). Manages multiple cross- functional projects of medium to high complexity. Experience with Waterfall, Lean Agile methodologies, and traditional methodologies such as those defined by the Project Management Body of Knowledge (PMBOK).
The Project Manager I is desired to have prior transit experience and knowledge of transit technologies. It is preferred that the Project Manager I is able to provide or possess the following:
- Bachelor's degree in Computer Science, Information Systems. Business Administration, or related field. Or equivalent work experience.
- Certified Associate in Project Management or successful completion of a recognized project management curriculum is required.
- Requires three (3) to five (6) years of IT work experience, including one (1) through three (3) years of managing IT projects using a Software Development Methodology.
- A minimum of two years of experience managing Software Development Projects utilizing a SDLC.
- A minimum of one-year experience in managing IT Projects.
- Experience with projects with multiple technologies and functions.
- One (1) year of VENDOR management experience including contract management.
- Works under the general direction of Advanced Project Manager II or Program Manager. Responsible for the management of multiple medium to large-size projects and programs.
- Strong Leadership, Communications, (written and verbal), Ownership, Teamwork, Accountability, Conflict Resolution, and Analytical skills to successfully drive assigned projects to completion.
- One (1) year of executing the purchasing and procurement process to acquire hardware and software.
- The position is expected to research, conduct feasibility studies, and recommend system solutions. develop enhancement plans, and related cost-benefit comparisons for small to medium projects.
- Work includes supervising and coordinating the activities of professional and technical staff working on phases of large-scale automation projects.
- Must thoroughly understand the full project life cycle of a project.
- Knowledge of SQL and Oracle Databases.
- Capability to understand client's technical and business requirements on a project.
- Experience with tools in gather requirements (CASE), developing specifications, and testing during the life of a project.
- Supervisory experience.
- Formal Project Management Training is required.
