Job Description
We are seeking a senior Business Analyst to join the Office of Information Management (OIM) at the Virginia Department of Health (VDH) in Richmond, VA. This position provides business analysis, technical documentation, testing, and project coordination support for the Pharmacy Partner Hub program, VASE+, and various enterprise .NET and Oracle APEX maintenance applications.

- Work Arrangement: Hybrid (First 30 days are 100% Onsite 5 days/week; thereafter hybrid with at least 1–3 days onsite/week)
- Role Type: Contract (9 Months with extension potential)
- Interview Process: 100% In-Person Interview Required in Richmond, VA (no remote interviews)
- Residency: Candidates must be local to Richmond, VA or willing to commute from day one.
Key Responsibilities
- Requirements & Process Design: Elicit, gather, and document business requirements, GAP analyses, process flows, user stories, and acceptance criteria for web applications.
- Agile Facilitation: Lead Agile ceremonies (daily stand-ups, sprint planning, backlog grooming, retrospectives) and manage backlog items using GitLab and MS Project.
- Testing & Quality Assurance: Design test plans and test scenarios; perform functional, integration, and user acceptance testing (UAT); document defects and verify fixes.
- Database & Technical Analysis: Execute SQL/PL-SQL queries against Oracle databases to validate data, analyze system behavior, and support web applications (Oracle APEX / .NET).
- Documentation & Training: Author technical documentation, user guides, standard operating procedures (SOPs), training modules, and meeting artifacts.
Required Skills & Qualifications
- Business Analysis & SDLC: 7+ years of experience in requirements gathering, process mapping, feasibility studies, and SDLC execution (Waterfall, Iterative, Agile).
- Agile Facilitation: 5+ years facilitating core Agile ceremonies and managing project backlogs.
- Database Skills: 5–7 years of experience writing SQL and PL/SQL queries on Oracle databases for data analysis and troubleshooting.
- Web Application Architecture: 7+ years supporting web applications developed using Oracle APEX and Microsoft .NET frameworks.
- Tools & Software: Proficiency with MS Office, SharePoint, Teams, GitLab, MS Visio, and MS Project.
- Education: Bachelor’s degree in IT, Information Systems, Computer Science, or equivalent experience.
Preferred Qualifications
- Healthcare Systems: 5+ years supporting healthcare information systems, public health initiatives, or pharmacy management platforms.
- State Governance & Procurement: Experience with Commonwealth of Virginia SEC 501 security compliance, RFP/SOW development, and system interface design.
