Job Description

Programmer - Consultant | Senior COBOL Developer

Blythewood, SC 29016 - Onsite

12 Months contract (Extend up to 4 years)

 

Position Summary: The consultant will handle application maintenance, enhancements, production support, system analysis, coding, testing, and deployment while working directly with business units and technical teams.

The environment includes Visual COBOL, Oracle SQL, Windows Client-Server systems, and .NET/C# interfaces.

 

Key Responsibilities

  • Analyze Phoenix system tickets, enhancements, and system modifications.
  • Lead technical analysis and recommend solutions for assigned projects.
  • Work with business users to develop business and technical specifications.
  • Code, test, promote, and implement application changes.
  • Provide Level 3 production support for the Phoenix system.
  • Lead and mentor technical development team members.
  • Ensure delivered functionality meets documented business requirements.
  • Provide regular project and development status updates.

 

Required Skills

  • 10+ years Visual COBOL V9 or higher architecture and programming.
  • 10+ years system analysis, design, coding, testing, debugging, and implementation.
  • 10+ years developing and maintaining complex mission-critical applications in a Windows Client-Server environment.
  • 10+ years leading technical software development teams.
  • 10+ years coding and testing complex COBOL applications using Oracle SQL.
  • 10+ years providing Level 3 (L3) production support.
  • 10+ years working directly with business units to develop and review business and technical specifications.

 

Preferred Skills

  • Oracle 19+ SQL.
  • Microsoft Visual Studio / .NET / C#.
  • Government agency experience.
  • Bachelor''s Degree in Computer Science or closely related field.
  • Visual COBOL technical certifications.
  • Experience mentoring and guiding technical team members.
  • Strong written and verbal communication skills.
  • Ability to lead, plan, direct, and review technical project work.

Additional Requirement

Selected candidate will be required to obtain CJIS Information Security Certification, sponsored by SCDMV.
