Job Description
We are seeking an experienced Senior Business Analyst to support major application enhancement and modernization initiatives for a Texas state agency. The Business Analyst will serve as a key liaison between business stakeholders and software development teams, leading requirements elicitation and analysis throughout the software development life cycle.
The ideal candidate will bring extensive experience developing business and functional requirements, user stories, use cases, process flows, wireframes, and mockups while supporting complex software development initiatives. This position requires strong business process re-engineering, stakeholder facilitation, communication, writing, and organizational skills. Experience supporting education-sector organizations and working with Jira and requirements-management platforms is preferred.

Job Responsibilities
- Elicit and analyze user needs, business processes, pain points, and existing system capabilities.
- Conduct requirements gathering through JAD sessions, interviews, document analysis, surveys, use cases, competitive product analysis, and workflow analysis.
- Translate elicitation findings into clear business and functional requirements.
- Develop user stories, use cases, software requirements specifications, wireframes, and mockups.
- Serve as the liaison between program/customer stakeholders and software development teams.
- Participate throughout the SDLC and manage requirements after the baseline has been established.
- Verify that requirements have been fulfilled, including post-implementation enhancement requirements.
- Manage change control and requirements status using tools including Jira and Modern Requirements.
- Mentor peers and promote Business Analysis best practices.
qualifications:
Required Qualifications:
8+ years of experience eliciting requirements through customer interviews and creating well-written system requirements.
8+ years of experience working with software development life cycles (SDLC).
8+ years of business process re-engineering and software process flow improvement experience.
8+ years of experience developing user stories and use cases using business analysis best practices.
8+ years of experience designing mockups and/or wireframes aligned with UX best practices.
5+ years of demonstrated strong communication and facilitation skills.
5+ years of demonstrated strong writing and organizational skills.
Preferred Qualifications:
4+ years of experience with TEA, a federal/state/local education agency, or an education-sector vendor.
2+ years of experience with Atlassian Jira.
2+ years of experience with a requirements management tool such as Modern Requirements.
