Fixed Assets/Lease Accounting (FA/LA) Business Analyst
The Fixed Assets/Lease Accounting Business Analyst role will serve in a dual capacity. For the first year or so, the FA/LA Business Analyst will co-locate with the Department of Account’s (DOA) Financial Reporting group, located in downtown Richmond, VA. The objectives of this first year are for the business analyst to learn the operations of DOA Financial Reporting, which includes fixed assets and lease accounting operations.
When working with DOA FR, this position ensures the accurate and complete compilation and analysis of complex financial data for inclusion in the Annual Comprehensive Financial Report (ACFR) and annual Comptroller’s Financial Statement Directives. Compiles and analyzes financial data; adjusts data so it conforms with Generally Accepted Accounting Principles (GAAP); develops financial statements; prepares working papers to support statements; updates assigned program areas and ensures that data agrees; meets stringent timeframes with high accuracy; updates and tests financial reporting directives for state agencies; reviews and interprets Governmental Accounting Standards Board (GASB) and other accounting pronouncements to determine impact on assignments and the Commonwealth; and reviews, evaluates, and resolves issues with state agency financial statements. Administers the Fixed Asset Accounting and Control System and the Lease Accounting System; coordinates daily operations, and provides assistance to agencies as needed.
After the first year of learning business operations, the business analyst will transition to working for the Cardinal Project Team which designs, develops and implements PeopleSoft software modules to meet the Commonwealth’s financial (FIN) and human capital management (HCM) business requirements. The Cardinal Project Team is also responsible for the maintenance and support of the FIN and HCM applications, including working with end users to support them in their operational roles. In October 2026, the Cardinal Project team will start an implementation project to provide a new statewide fixed assets and lease accounting solution within Cardinal. The FA/LA Business Analyst will serve as the module lead during this implementation, leveraging the knowledge gained from working directly with DOA FR for a year.
Upon system go-live, the FA/LA Business Analyst will serve as a member of the Cardinal Post Production Support (PPS) team. As a PPS team member, the PeopleSoft Business Analyst will be responsible for supporting the application from the Tier 2, or functional, perspective. Role will be required to take the lead on help desk tickets, including troubleshooting the software, documenting issues for the development team, and helping end users with “how to” type questions.
The FA/LA Business Analyst must be well-versed in the standard system development life cycle, including design, development and testing of system objects (Reports, Interfaces, Conversion programs, Extensions/Modifications) to meet the Commonwealth of Virginia''s business requirements. This resource does not necessarily have to be a PeopleSoft-specific business analyst, as they will be trained by the project team on the system functionality as part of their onboarding process.
The FA/LA Business Analyst is part of a larger post-production support team, and will work closely with a Tier 3, or developer counterpart responsible for making system changes and unit testing the application based on the design material produced by the FA/LA Business Analyst. Upon successful completion of unit testing by the developers, the FA/LA Business Analyst will be required to system/regression test the code changes before submitting them for migration. Additionally, the FA/LA Business Analyst will be responsible for updating job aids and potentially overseeing changes to training materials resulting from changes to the system. The FA/LA Business Analyst will report to an Application lead and is expected to provide detailed, accurate, and timely status of tasks, issues, and help desk tickets being worked.
In addition to excellent functional skills, the FA/LA Business Analyst is expected to be able to become technically proficient in PeopleSoft quickly after project onboarding. This role requires the use of PeopleTools, ability to read (not write) SQL and PeopleCode, ability to document appropriate system test scenarios, and ability to develop a wide range of communications. Finally, this role requires excellent verbal and written communication skills, as the FA/LA Business Analyst will be the point of contact for the Commonwealth’s end users of these modules.
