Senior Systems Engineer

Location: 2 Broadway, New York, NY 10004

Project Background

Client requires a Senior Systems Engineer to support the Bridges & Tunnels Business Unit ("B&T BU") to provide construction estimating and digital systems services for public infrastructure projects.

Responsibilities

Develop and assess cost estimates in accordance with the Association for the Advancement of Cost Engineering (AACE), Class 1-5 estimating standards, utilizing standardized B&T BU methodologies.

Utilize construction estimating software and support tools (e.g., Bluebeam, RS Means Online) to improve accuracy and efficiency in estimating.

Generate change order estimates and perform bid analyses by comparing estimated values with actual post-bid outcomes.

Provide estimating support for value engineering, constructability reviews, and indirect rate analysis as necessary.

Design, develop, and oversee MS Power Platform applications, including Power Apps, Power Automate, and Power BI dashboards, linking data from systems such as IMPACT, PeopleSoft, and P6 and apply AI prompt engineering actions to enhance estimating, scheduling workflows, and data visualization.

Establish, manage, and optimize Structured Query Language (SQL) databases to ensure efficient storage and retrieval of project estimating data.

Develop, manage and customize SharePoint sites to enhance departmental collaboration and information sharing.

Develop advanced Excel models (pivot tables, macros, VBA scripts) and apply AI prompt engineering actions to automate workflows and improve data analysis.

Combine diverse digital tools and platforms to build cohesive systems that streamline Project estimating and reporting, ensuring smooth data flow and efficient communication.

Migrate B&T estimating data to new HCSS database structure libraries being developed by C&D.

Use CPM scheduling methodology to interconnect data structures between software platforms including Microsoft Project, P6 Primavera, Planner and other B&T BU internal data platforms.

Other related work, as necessary.

Candidate Qualifications & Requirements

The Senior Systems Engineer's resume must illustrate evidence of:

A Bachelor's Degree in Project Management, Construction Management, Construction Engineering, Civil Engineering, or a related field. Master's Degree is preferred.

A minimum of seven (7) years of experience in construction estimating preparation.

A minimum of four (4) years of experience using Power Platform and Power BI in the application development of advanced digital systems for project and program management.

Minimum five (5) years of demonstrated experience with Association for the Advancement of Cost Engineering (AACE), Class 1-5 Estimating Standards.

A minimum of five (5) years demonstrated experience estimating personal services contracts.

A minimum of five (5) years of experience in reviewing estimates to ensure compliance with scope of work as defined in contract documents.

Demonstrated leadership, coordination, communication, and negotiation skills.

Proficiency in Microsoft Excel (pivot tables, macros, VBA scripting).

Demonstrated knowledge of AI prompting to design and implement AI-driven solutions to enhance productivity.

Demonstrated experience linking data between Power platforms and server systems including IMPACT, PeopleSoft, and P6.

A minimum of seven (7) years of experience with construction estimation software (e.g., Bluebeam, RS Means Online).

Demonstrated experience using project management software (e.g., Microsoft Project, P6 Primavera, Planner) and proficient in CPM scheduling methodology.

Demonstrated knowledge of applications such as Excel, Access, Word, and Unifier. Power Platform Fundamentals (or equivalent), preferred.

Demonstrated experience with estimating data structure libraries and transference of data between B&T and new database structure libraries.
