Duties
- Utilize enterprise management software and formal IT problem management methods to track, diagnose, and resolve complex IT issues, ensuring consistent service delivery and documenting solutions.
- Identify information system problems and issues through review of recurring and special reports, contacts with users and other personnel, and attendance at meetings.
- Contribute to how problems and issues can be resolved and addressed via automation, and independently perform those steps necessary to secure satisfactory results.
- Provide interpretation, guidance, and troubleshooting assistance in the information disciplines of communications and office automation.
- Participate in the development, preparation, and maintenance of strategic planning efforts to implement the use of new operating applications.
- Serve as point of contact between medical treatment facility (MTF) Activity and vendors to receive all technical bulletins, documentation, and system updates.
- Identify developmental and training needs of staff, and provide or make provisions for development and training.
- Consult with specialists on training, certification, and professional development in compliance with Department of Defense (DoD) 8570/8140 requirement needs, and decide on training problems related to the organization.
- Ensure all systems are kept updated with the latest fixes. Requirements Conditions of employment
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position has mandatory seasonal Influenza vaccination requirements and is subject to annual seasonal Influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
- Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
- This position requires the incumbent to have Tuberculosis testing.
- This position may require the incumbent to work on call during irregular work hours which may include evenings, weekends, holidays, and/or varying work schedules.
- Candidates must meet the foundational qualification requirements outlined in DoD 8140.03. Legacy DoD 8570.01-M IAT Level II baseline certifications remain acceptable to satisfy the foundational training/certification requirement.
- This position is designated as part of the DoD Cyber Workforce in accordance with DoDM 8140.03.

Basic Requirement for IT Specialist (PLCYPLN/INFOSEC): Specialized and Other Experience: One year of specialized experience which includes developing policies and procedures; diagnosing and resolving complex IT issues; and maintaining information assurance compliance.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.
