Minimally Required Deliverables/Tasks
Ensure all project activities comply with Florida Rules 60GG-1.001 through 60GG-1.009, Florida Administrative Code (F.A.C.), including governance, documentation, oversight, and reporting requirements. Evaluate project management practices, governance structures, and documentation to ensure alignment with statewide standards, best practices, and the operational objectives of the Information Technology Solution Project and supported bureaus.
Provide coordination, status reporting, and management of project-oriented work efforts across ITS project, bureau leadership, business stakeholders, vendors, and technical teams to ensure successful project execution.
Establish, lead, manage, and implement multiple medium-to-high complexity IT projects concurrently, ensuring scope, schedule, cost, quality, and business objectives are achieved while supporting ITS strategic initiatives and bureau operational priorities.
Establish project management processes and methodologies for the IT community to ensure projects are delivered within scope, on time, within budget; adhere to high-quality standards, and meet customer expectations in accordance with Rule 60GG-1.009(7), F.A.C.; promote consistent project management practices across WITS and supported bureaus.
Develop and maintain project management artifacts, including project charters, schedules, work breakdown structures (WBS), risk registers, communication plans, and status reports. Receive, evaluate, and process change requests; provide impact analyses and recommendations to project sponsors, ITS leadership, and bureau stakeholders for informed decision-making. Conduct project performance analysis, including variance tracking and trend evaluation.
Perform independent oversight of large IT projects, assessing project health, risks, issues, and progress against approved scope, schedule, and budget baselines. Identify risks and issues, develop mitigation strategies, and provide actionable recommendations to ITS leadership and bureau stakeholders to improve project outcomes. Ensure project deliverables are completed according to approved schedules and quality standards. Track key milestones and adjust project plans and resource allocations to meet business needs.
Coordinate communication among ITS, bureau leadership, program areas, vendors, and enterprise stakeholders that impact project scope, budget, timelines, risks, and resources. Conduct stakeholder engagement sessions, executive briefings, public speaking engagements, and user training activities as needed. Build collaborative relationships and influence stakeholders without direct authority to achieve project objectives.
Assist Program Manager(s) and ITS leadership in partnering with bureau leadership and executive management to identify, prioritize, and implement opportunities for leveraging technology to achieve organizational goals. Support project teams through facilitation, coaching, training, and the development of project management tools, templates, and guidance. Provide consultative support using project management best practices to improve project outcomes.
Provide written weekly status reports on the Workforce Modernization Program and associated projects to Commerce's designated representatives using approved reporting templates. Reports shall include performance, efficiency, progress, productivity, cost, quality, risks, issues, and mitigation activities. Commerce reserves the right to request additional or more frequent updates as necessary.
Understand and apply Software Development Lifecycle (SDLC) methodologies, IT service management principles, and state-established project governance standards while supporting ITS and bureau technology initiatives.
Apply PMBOK, Agile, Waterfall, and Hybrid project management methodologies as appropriate. Utilize project management and collaboration tools including, but not limited to, Microsoft Project, Excel, Word, PowerPoint, Visio, SharePoint, Teams, and other enterprise-approved solutions.
Perform business analysis activities, including requirements elicitation, business process analysis, workflow documentation, process mapping, stakeholder interviews, and validation sessions. Collaborate with ITS technical teams and bureau subject matter experts to collect, analyze, and refine business requirements and system enhancement requests.
Collaborate with stakeholders to identify current and future resource requirements, including staffing, budget, equipment, vendor services, and technology needs, to achieve project goals while ensuring optimal allocation and utilization of resources throughout the project lifecycle. Coordinate resource planning activities across WITS and supported bureaus.
Develop and maintain project risk registers; conduct risk assessments; implement mitigation, contingency, and issue resolution plans; and continuously monitor project risk exposure in accordance with Florida Rule 60GG standards. Communicate significant risks and mitigation strategies to ITS leadership, bureau management, project sponsors, and executive stakeholders to minimize impacts to project objectives.
Manage project quality by defining quality standards, implementing quality assurance and quality control processes, monitoring deliverables, conducting quality reviews, and driving continuous improvement efforts to ensure project outcomes meet stakeholder expectations, ITS standards, bureau requirements, and organizational objectives.
Serve as a liaison between ITS, bureau leadership, business units, and external partners to ensure alignment of project objectives, technology initiatives, and operational goals. Facilitate effective communication and decision-making across organizational boundaries to support successful project delivery, status reporting, and management of project-oriented work efforts.
Staff Qualifications and Performance Criteria
Contractor shall possess the professional and technical skills necessary to perform the services required by this contract, and the staff shall have sufficient skills and experience to perform the services assigned to them.
Knowledge, skills, and abilities:
Bachelor's degree in computer science, Information Systems, business administration, or other related field; or equivalent work experience.
Project Management certification or successful completion of an industry recognized project management curriculum is required.
A minimum of seven (7) years of IT work experience, including seven (7) or more years managing complex cross-functional projects.
Experience with projects in multiple technologies and programmatic areas.
Must possess extensive knowledge and expertise in the use of project management methodologies and tools, resource management practices, stakeholder management, risk management, and change management techniques.
