The role also supports user experience (UX) design, information governance, accessibility compliance, and federal documentation requirements.

The ideal candidate will possess strong communication and organizational skills, creative design capabilities, technical writing expertise, and the ability to collaborate effectively with communications professionals, project managers, business analysts, system architects, developers, quality assurance teams, external vendors, and other stakeholders.

Key Responsibilities

1. Project Coordination and Strategic Communications

  • Support the Project Management Office (PMO) and agency divisions with project documentation, planning, coordination, and reporting.

  • Collaborate with internal teams, editors, writers, IT professionals, and external vendors to deliver projects from concept through completion.

  • Facilitate cross-functional meetings to review project milestones, assignments, workflows, and documentation.

  • Assist in developing and executing strategic communications plans across digital and traditional channels.

  • Coordinate project timelines, resources, deliverables, and workflows to ensure quality and timely completion.

  • Develop dashboards, status reports, and tracking tools to monitor project progress and communicate updates to stakeholders.

  • Support internal and external communications through clear, professional written and verbal communication.

2. Digital Communications and Creative Design

  • Design and produce print and digital materials, including infographics, presentations, white papers, eBooks, publications, and other communications collateral.

  • Develop, publish, and maintain engaging content for websites, social media platforms, and other digital channels.

  • Support communications campaigns aligned with agency objectives, including monitoring engagement, analyzing performance metrics, and identifying opportunities for improvement.

  • Develop creative concepts that strengthen audience engagement, improve information delivery, and reinforce agency visibility.

  • Maintain brand standards and ensure visual consistency across communications materials.

  • Ensure digital content and design deliverables comply with applicable accessibility requirements, including Web Content Accessibility Guidelines (WCAG).

3. Technical Writing and User Documentation

  • Develop and maintain technical, implementation, and operational documentation, including deployment guides, system configuration documents, operating procedures, and project records.

  • Create and update user guides, training manuals, job aids, online help content, and knowledge base materials.

  • Translate complex technical concepts, system functionality, business processes, and requirements into clear, accurate, audience-appropriate documentation.

  • Review agency applications and websites using user feedback and project metrics to identify opportunities to improve content quality and user experience.

  • Collaborate with technical and business stakeholders to ensure documentation accurately reflects system functionality, workflows, and operating procedures.

  • Maintain documentation throughout the system development, implementation, enhancement, and maintenance lifecycle.

4. Information Governance and Document Management

  • Establish, organize, and maintain agency document repositories using platforms such as Microsoft SharePoint and Smartsheet.

  • Manage document version control, indexing, naming conventions, numbering standards, and file organization to ensure accuracy, consistency, traceability, and accessibility.

  • Update documentation as business processes, project requirements, tasks, and system functionality evolve.

  • Develop and maintain documentation templates, standards, and governance procedures.

  • Provide guidance and training to staff on repository usage, document organization, and records management practices.

  • Initiate and coordinate a statewide document-scanning and digitization project covering paper records maintained in county and state offices.

  • Coordinate with the vendor selected through the agency’s bidding process to support project planning, execution, and delivery.

  • Conduct periodic reviews of document naming and numbering practices to ensure alignment with agency workflows, retrieval needs, and audit requirements.

5. CCWIS Documentation and Federal Compliance

  • Coordinate, prepare, review, and maintain federally required documentation for the Comprehensive Child Welfare Information System (CCWIS).

  • Support compliance with applicable federal regulations and guidance issued by the Administration for Children and Families (ACF) and the Children’s Bureau.

  • Collaborate with the PMO and Finance Division to prepare and maintain Advanced Planning Documents (APDs), APD updates, Operational APDs (OAPDs), supporting narratives, and related documentation.

  • Support the preparation of documentation required to obtain and maintain federal approval and funding for CCWIS initiatives.

  • Assist with responses to federal review comments, documentation requests, audit inquiries, and other oversight activities.

  • Document system architecture, modular design, functionality, and technical implementation approaches to demonstrate alignment with applicable CCWIS requirements under 45 CFR Parts 1355 and 1356 and federal system certification expectations.
