Program Manager

Description:
Diversified Systems is searching for a Program Manager to direct, control, and administer programs and projects within the organization. The Program Manager is ultimately responsible for the execution of assigned projects and management of the project team. The Program Manager's primary responsibility is to drive initiatives from start to finish and ensure that each program or project is completed on schedule and that the final product meets business, technical, and established quality requirements.

Responsibilities:

• Manage the complete lifecycle of projects, including initiation, planning, execution, and closure.
• Ensure project compliance with established agency and project management standards and procedures.
• Develop detailed program and project plans, including identification of project needs and definition of tasks and milestones based on scope, budget, and resources.
• Be accountable for delivery of all work tasks identified in program and project plans.
• Capture and report required program and project management metrics.
• Ensure all scope changes follow established change procedures and are documented.
• Manage program and project scope and obtain agreement and approval for scope changes from project sponsors and affected stakeholders.
• Manage and track project progress against approved project plans.
• Monitor project milestones and phases and take corrective action as necessary to ensure projects remain on schedule.
• Prepare and distribute status reports and schedule and monitor reviews as required.
• Plan, organize, prioritize, and manage multiple work efforts across teams.
• Tailor and baseline program and project management templates.
• Notify team leads of project timelines, milestones, phases, work requests, and target dates.
• Communicate effectively with stakeholders, including team members, sponsors, vendors, and external partners, ensuring alignment on timelines, milestones, and objectives.
• Analyze and distribute reports on project metrics associated with work items.
• Obtain approval and sign-off of program and project plans from sponsors and affected stakeholders.
• Build and maintain relationships with key stakeholders and project sponsors.
• Serve as the primary point of contact for project-related issues and resolution activities.
• Coordinate and present proposals to agencies as necessary.
• Identify and manage project risks, develop mitigation strategies, and track risks through closure.
• Anticipate issues and proactively address them.
• Develop and facilitate achievement of program and project service commitments and performance metrics.
• Ensure project tasks provide value, support strategic objectives, and meet service commitments. Conduct reviews with stakeholders as required.
• Conduct final program and project management evaluations with stakeholders upon project completion.
• Balance workload across project team members based on capacity.
• Plan project-specific training and orientation activities.

Requirements:

• 8 years of Project and Program Management experience required.
• 8 years of experience with full lifecycle implementation projects from requirements definition through implementation required.
• 4-year college degree or equivalent technical study required.
• Ability to effectively communicate in writing and verbally with all levels of an organization, from frontline staff to C-level executives required.
• Experience managing vendors and vendor-driven projects required.
• Experience managing technical and IT projects required.
• Proficiency in the use of project management software required.
