Job Description

Role: Health Plan Data Product Owner

Duration: 3+ months (possibility of extension)

Job Description:   

 

·             Lead and develop the Data Product Owner team, establishing clear expectations, roles, ways of working, and standards for effective data product management.

·             Serve as the business–technology bridge, translating business objectives and operational needs into data capabilities, requirements, priorities, and technology decisions—and translating technical constraints back into business implications.

·             Establish a pragmatic data product management discipline, including common definitions, lifecycle stages, ownership models, prioritization approaches, documentation standards, and measures of product success.

·             Navigate organizational ambiguity, working across teams with different interpretations of data products and different governance, product, technology, and management structures to establish alignment without creating unnecessary process.

·             Partner with health plan business leaders across areas such as claims, membership/eligibility, provider/network, clinical, pharmacy, sales/account management, finance, operations, and regulatory reporting to identify and prioritize data needs.

·             Partner closely with Data & Technology leadership, including data engineering, architecture, analytics, governance, and platform teams, to ensure business requirements are translated into scalable and technically sound solutions.

·             Drive portfolio prioritization, balancing business value, regulatory/operational criticality, data dependencies, technical feasibility, capacity, and strategic priorities across competing data product demands.

·             Define accountability and decision rights across Data Product Owners, business owners, technology teams, data stewards, architects, and governance functions.

·             Improve data product quality and adoption, establishing expectations around data definitions, quality, lineage, usability, access, documentation, SLAs, and ongoing product performance.

·             Champion a product mindset for data, shifting the organization from project- or request-based delivery toward reusable, governed data assets that meet clearly defined consumer needs and evolve over time.

Ideal Experience & Qualifications

·             10+ years of experience across health insurance, data/analytics, product management, technology, or related functions, including meaningful leadership experience.

·             Strong health plan domain expertise, with understanding of core healthcare payer data and processes such as claims, enrollment/eligibility, benefits, provider/network, clinical/utilization management, pharmacy, finance, and employer/group data.

·             Demonstrated experience leading data product owners, product managers, business analysts, or similar business–technology interface roles.

·             Strong ability to translate between business language and technical/data concepts, including the ability to challenge both business and technology stakeholders constructively.

·             Experience establishing product management practices in an immature or evolving operating model, rather than requiring a fully established product organization.

·             Working knowledge of modern data environments, including data platforms, data warehouses/lakes, APIs, semantic layers, analytics/reporting, master/reference data, data governance, metadata, lineage, and data quality.

·             Strong stakeholder management skills and demonstrated ability to drive decisions across matrixed organizations where authority and accountability are distributed.

·             Experience prioritizing a portfolio of competing needs and establishing transparent criteria for investment and sequencing.

·             Strong people leadership, coaching, facilitation, and executive communication capabilities.
