Professional Qualification Evaluator (PQE) Analyst

One Federal Solution is seeking an experienced Level III Professional Qualification Evaluator. As the Level III Professional Qualification Evaluator you will evaluate and process mariner applications for Merchant Mariner Credentials (MMCs), helping mariners get credentialed accurately and on time.

Task and Duties

• Evaluate, screen and process MMC applications in line with NMC Mission Management System (MMS) procedures.
• Verify that all general application requirements, including fees, are received, and that professional requirements are met for each endorsement sought.
• Evaluate sea service, tonnage, routes, training and course completion, and competence assessments against documented standards.
• Process unique applications, including non-resident alien and academy applicants.
• Determine whether additional information or medical review is needed, and recommend Approve to Print, Approve to Test or Awaiting Information.
• Evaluate each application within two business days of assignment and return mariner inquiries within two business days.
• Maintain 80–87 units of work per pay period (1 unit = 1 hour) with an error rate below 9%.
• Record each transaction and enter all pertinent data in the Merchant Mariner Licensing and Documentation (MMLD) system and other databases.
• Maintain positive control of files and produce any file within one hour of request.
• Take part in team and on-the-job training, and support Government quality assurance reviews.

Required qualifications

• Proficiency as a Level III Professional Qualification Evaluator.
• Completion of the Government-provided Level I, Level II and Level III PQE training courses.
• Documented history of evaluating units of work with an error rate below 9%.
• Verifiable work history as a Level III evaluator in the maritime industry, including positions, locations, duties and prior employers.
• U.S. citizenship preferred; non-U.S. citizens require a Government waiver to access DHS IT systems.
