Job Overview: The Quality Control Manager & Site Safety & Health Officer (QCM/SSHO) is a dual hat role for a candidate with experience in Safety and Quality that wants to make an impact with a small team. The QCM/SSHO is responsible for planning, implementing, and administering the Quality Control Plan (QCP) and the project Accident Prevention Plan (APP). The position ensures that all work complies with the Performance Work Statement (PWS), approved plans and specifications, U.S.
Army Corps of Engineers (USACE) EM 385-1-1, OSHA requirements, applicable federal, state, and local regulations, and industry standards. The QCM/SSHO serves as the Contractor's primary representative for quality and site safety matters and coordinates closely with project management, operational personnel, subcontractors, and Government representatives. The QCM/SSHO has the authority to identify deficiencies and hazards, stop nonconforming or unsafe work, and initiate corrective actions necessary to maintain contract, quality, and safety compliance.
Support Hours: Applicant shall be available during core work hours as established the Government customer.
Essential Duties & Responsibilities: Integrated Quality and Safety Program Management
- Develop, implement, administer, and maintain the QCP and APP in accordance with contract requirements.
- Ensure services, deliverables, materials, equipment, workmanship, and work practices comply with the PWS, approved plans, specifications, performance standards, and applicable regulations.
- Establish and maintain quality control procedures, inspection and surveillance processes, hazard controls, risk mitigation measures, and documentation systems.
- Maintain and enforce the policies and procedures established in the APP and approved quality plans throughout project performance.
- Plan and manage all phases of the Quality Control Plan, including preparatory, initial, and follow-up control activities, as applicable.
- Conduct and document quality inspections and daily surveillance of work activities, processes, and completed deliverables.
- Verify that materials, equipment, subcontractor performance, and workmanship meet established quality standards.
- Interpret contract requirements, specifications, and performance standards and ensure project personnel understand and comply with applicable quality requirements.
- Coordinate required quality inspections with Government representatives.
- Facilitate Customer Satisfaction Surveys and track responses.
- Complete monthly Quality Control reporting IAW PWS requirements.
- Assist with development and submission of executive level reports as required.
- Prepare, update, submit, and administer the APP within required contractual timeframes and in accordance with USACE EM 385-1-1.
- Ensure compliance with USACE EM 385-1-1, OSHA regulations, federal safety standards, company policies, and project-specific requirements.
- Develop and administer Activity Hazard Analysis for all work to be completed.
- Monitor project activities for adherence to approved safety procedures and safe work practices and maintain current knowledge of applicable requirements and industry best practices.
- Manage project hazardous materials and hazardous waste in accordance with applicable requirements.
- Review and assist subcontractors with the development of safety plans and quality procedures and monitor subcontractor compliance.
- Develop, lead and record all Nemean staff safety training.
- Maintain log of all employee and subcontractor certifications.
- Conduct routine site inspections and audits to identify hazards, unsafe conditions, quality deficiencies, nonconforming work, and process deviations.
- Document findings; develop, track, and verify corrective and preventive actions through timely resolution; and perform follow-up inspections.
- Maintain logs of deficiencies, hazards, corrective actions, and follow-up activities and analyze trends and recurring issues.
- Stop work when imminent danger, serious safety violations, or nonconforming conditions warrant immediate action.
- Support project planning by identifying and mitigating quality and safety risks before work begins.
- Investigate accidents, injuries, near misses, property damage, and significant quality events and perform root cause analysis.
- Prepare required reports and documentation, including ENG Form 3394 and other contract-required forms and submit IAW required timelines
- Coordinate incident response and implement appropriate corrective and preventive measures.
- Maintain incident records and trend-analysis data.
- Prepare and maintain quality control reports, inspection records, safety records, training documentation, certifications, corrective action reports, incident files, and performance metrics.
- Maintain complete, accurate, organized project records demonstrating compliance with contract, quality, and safety requirements.
- Submit required quality and safety reports to project management, Government representatives, and contracting officials.
- Ensure documentation is readily available for Government review and audit.
- Serve as the primary point of contact for quality control and site safety matters and provide performance updates during project meetings.
- Coordinate with the Program Manager, Site Superintendent, operational personnel, subcontractors, and Government representatives to integrate quality and safety into all project activities.
- Conduct safety orientations, toolbox talks, awareness programs, and other required training for employees, subcontractors, and visitors.
- Provide guidance to project personnel regarding quality requirements, inspection processes, safety procedures, and hazard reporting.
- Recommend and implement process improvements that enhance safety, quality, efficiency, compliance, and customer satisfaction.
- Promote a culture of proactive hazard reporting, continuous improvement, safety accountability, and quality excellence.

Minimum Requirements/Education
- Five (5) years of continuous construction or general industry safety experience supervising or managing construction or general industry safety programs or processes, or conducting hazard analyses and developing controls.
- Completion of the USACE Construction Quality Management (CQM) for Contractors course; candidates not currently certified must be able to obtain certification as required.
- Proof of completing OSHA 30-hour general industry or construction safety training.
- Proof of maintaining competency through eight (8) hours of continuing education per year.
- Active First Aid, CPR, and AED certifications.
- Thorough knowledge of OSHA regulations, USACE EM 385-1-1 requirements, quality management principles, inspection methodologies, corrective action processes, construction safety principles, and hazard control methods.
- Experience conducting incident investigations and root cause analyses and developing safety plans, procedures, and training programs.
- Experience preparing technical reports and maintaining quality, safety, inspection, training, and incident documentation.
- Ability to interpret technical specifications, contract requirements, performance standards, safety standards, and technical documents.
- Proficiency in Microsoft Office Suite and electronic document and recordkeeping systems.
- Ability to communicate effectively with Government representatives, management, project personnel, and subcontractors.
- Ability to conduct inspections in office, construction, industrial, maintenance, and operational environments.
- Successfully completed USACE EM 385-1-1 requirements for 24-HR Competent Person for Fall Protection training. If not currently certified, must be willing to attend after hiring.
Preferred Skills
- Bachelor's degree in Construction Management, Engineering, Occupational Safety and Health, Business Administration, Quality Management, or a related field.
- Experience supporting USACE, NAVFAC, Department of Defense, or other federal agency contracts.
- quality control experience on federal, commercial, or industrial contracts,
- Certified Safety Professional (CSP), Construction Health and Safety Technician (CHST), Occupational Health and Safety Technologist (OHST), or similar credential.
- Experience working in secure government facilities or military installations.
Security Requirement
- Must satisfy installation access and background-screening requirements and obtain and maintain DBIDS credentials and a Common Access Card (CAC), as applicable.
