Role Overview
The Product Owner plays a critical role in defining, prioritizing, and delivering product capabilities that provide measurable business value. This role serves as the voice of the customer and is responsible for translating business needs into a clear product vision and actionable backlog for Agile delivery teams. The Product Owner will work closely with the Product Manager, business stakeholders, customers, and technical teams in a SAFe Agile environment to deliver innovative solutions. This role supports a federal program that requires eligibility to obtain & maintain a Public Trust clearance.

Product Owner

Role Overview
The Product Owner plays a critical role in defining, prioritizing, and delivering product capabilities that provide measurable business value. The Product Owner will work closely with the Product Manager, business stakeholders, customers, and technical teams in a SAFe Agile environment to deliver innovative solutions. Key Responsibilities
- Own and manage the product backlog, ensuring stories, features, and enablers are clearly defined, prioritized, and aligned with business objectives.
- Translate customer needs, business requirements, and strategic goals into actionable user stories with detailed acceptance criteria.
- Collaborate with the Product Manager to define product vision, goals, roadmap, and release priorities.
- Partner with stakeholders, business owners, customers, and technical teams to gather feedback and continuously refine product requirements.
- Lead backlog refinement sessions and ensure work items are ready for development.
- Prioritize backlog items based on business value, customer impact, technical dependencies, and organizational goals.
- Serve as the primary liaison between business stakeholders and Agile delivery teams.
- Participate in Program Increment (PI) Planning, Sprint Planning, Reviews, Retrospectives, and other SAFe ceremonies.
- Validate delivered functionality against acceptance criteria and business objectives.
- Monitor product performance, customer feedback, and key metrics to identify opportunities for continuous improvement.
- Utilize data analysis and user feedback to make informed product decisions and prioritize enhancements.
- A Bachelor's degree in Business, Information Systems, Computer Science, Healthcare Administration, or a related field.
- 5+ years of experience in Product Ownership, Product Management, Business Analysis, or a related role.
- Experience serving as a Product Owner or managing Agile product backlogs in Scrum and/or SAFe environments.
- A strong understanding of Agile methodologies, including Scrum and Scaled Agile Framework (SAFe).
- Proven experience defining and prioritizing product backlogs, user stories, and acceptance criteria.
- Experience using Jira and Confluence for backlog management, product planning, and requirements tracking.
- Ability to obtain & maintain a Public Trust clearance.
- SAFe Product Owner/Product Manager (POPM) Certification or other Agile Product Ownership certification.
- Experience in healthcare IT and knowledge of regulatory requirements such as HIPAA.
- Experience supporting programs, initiatives, and standards for federal healthcare agencies.
- Experience with fraud, waste, and abuse detection systems, healthcare analytics, or government-sponsored healthcare programs.
- A strong understanding of product metrics, outcome-based delivery, and value-driven prioritization.
- Experience with process modeling and collaboration tools such as Visio, Lucidchart, or Mural.
