Position Summary
The Project Controls Specialist II supports the Carlsbad Technical Assistance Contractor Project Controls team by overseeing, maintaining, and reporting Earned Value data for Carlsbad Field Office participants. The position also supports development and maintenance of the Federal Site Life Cycle Estimate and serves as a local backup Primavera Administrator to maintain continuity of critical Primavera P6 functions.
This role applies advanced Primavera P6 and Cobra cost management expertise to project controls activities for the Management and Operating Contractor, Los Alamos National Laboratory, and Sandia National Laboratories control accounts. The specialist monitors and analyzes cost, schedule, and performance data; supports integrated life cycle estimate development; prepares and reviews change control documentation; and provides pre-briefings and recommendations to Carlsbad Field Office leadership.
Responsibilities
- Oversee, maintain, and report Earned Value data for Carlsbad Field Office participants.
- Assist with development and maintenance of the Federal Site Life Cycle Estimate.
- Serve as the local backup Primavera Administrator and maintain continuity of critical Primavera P6 functions.
- Use Primavera P6 and Cobra cost management software to support project controls activities for Management and Operating Contractor, Los Alamos National Laboratory, and Sandia National Laboratories control accounts.
- Monitor and analyze cost, schedule, and performance data and identify solutions that support delivery of programs and projects on schedule and within budget in accordance with DOE Order 413.3B.
- Support integrated life cycle estimate development and monthly Performance Measurement Baseline integration.
- Prepare and review configuration control and change control documentation.
- Provide pre-briefings, analyses, and recommendations to Carlsbad Field Office leadership.
- Prepare the annual Fiscal Year Work Plan.
- Perform Earned Value data integrity checks and One Enterprise Management System reporting.
- Document Management and Operating Contractor interfaces and develop standard and ad hoc project controls reports.
- Contribute to project controls and system training materials.
- Perform advanced Primavera administration tasks, including user management, configuration control, data integrity monitoring, backup processes, and response to P6 user issues.
- Perform other project controls duties as assigned.
- Expert-level skill in Primavera P6 schedule development and analysis.
- Advanced project controls experience, including cost analysis and cost estimating practices used to monitor, report, and support solutions for delivering programs and projects on schedule and within budget in accordance with DOE Order 413.3B.
- Knowledge and experience in planning, program and project baseline development and reporting, Earned Value Management, variance analysis, cost estimating and analysis, and critical path analysis.
- Knowledge and experience in risk evaluation and management, contingency management, configuration control, change control, acquisition planning, and program and project integration.
- Ability to communicate and collaborate effectively with stakeholders and clearly and accurately convey appropriate information to individuals and groups.
- Ability to produce quality results by addressing customer needs, analyzing and resolving problems, maintaining accountability for milestones, setting work-related goals and objectives, and applying innovative solutions to assigned work.
- Ability to work onsite on a permanent, full-time schedule of approximately 40 hours per week on a 4/10 work schedule.
Preferred Qualifications
- Advanced experience with Cobra cost management software.
- Experience supporting Carlsbad Field Office project controls activities and control accounts associated with the Management and Operating Contractor, Los Alamos National Laboratory, or Sandia National Laboratories.
- Experience with Federal Site Life Cycle Estimate development, One Enterprise Management System reporting, Performance Measurement Baseline integration, and Primavera P6 administration.
Education and Experience
Bachelor’s degree in a physical science, engineering, technical discipline, or related field, as approved by the Contracting Officer, and 15 years of relevant project controls experience; or a master’s degree and 10 years of relevant project controls experience.
Due to the nature of the government contract requirements and/or clearances requirements, US citizenship is required.
