we are a Tier 1 vendor for the City and County of San Francisco for Cloud Services, Staffing Services and Training Services. Project Scope:

  1. Task 1: Program Management and Project Planning
  • Develop comprehensive, end-to-end project plans covering all 400G upgrade, deployment, and migration activities.
  • Collaborate with internal stakeholders, engineering teams, and vendors to ensure all project phases, milestones, and dependencies are accurately reflected.
  • Apply appropriate project management methodologies (Agile, Waterfall, or hybrid) suitable for multiple technical workstreams.
  • Define critical path activities, resource needs, sequencing, and major interdependencies.
  • Maintain, review, and update schedules based on progress, emerging risks, change requests, and stakeholder input.

Task 1 Deliverables:

  1. Master Project Plan - A comprehensive project plan detailing phases, workstreams, milestones, and dependencies.
  2. Work Breakdown Structure (WBS) - structured task hierarchy supporting schedule development.
  3. Program Schedule - A baseline schedule including milestones, critical path determination, and sequencing logic.
  4. Program Roadmap - A high-level visual timeline depicting major phases, milestones, and key deliverables across the program lifecycle.

  1. Task 2: Requirements Coordination and Technical Alignment
  • Document technical design requirements, functional specifications, and dependencies needed for 400G deployment Sourcing Event TM P-690 (10-24) 4 July 22, 2026
  • Facilitate design reviews and ensure alignment with approved architecture standards and operational constraints.
  • Maintain traceability between requirements, design artifacts, and deployment deliverables.

Task 2 Deliverables:

  1. Design Documentation (High-level Design document (HLD), Low-level Design document (LLD), equivalent)
  2. Functional specifications and architectural alignment documents.
  3. Design Review Notes including decisions, approvals, and open issues.
  4. Requirements Traceability Matrix mapping requirements to final deliverables.

  1. Task 3: Network Upgrade and Deployment Management
  • Oversee installation, configuration, and testing of 400G infrastructure including high-capacity routers/modules
  • Coordinate lab validation, QA testing, staging, and proof of concept activities prior to field deployment
  • Manage field deployment sequencing, production rollout activities, and readiness checks.
  • Track implementation progress and ensure compliance with engineering specifications, and operational standards.

Task 3 Deliverables:

  1. Deployment Schedule and Site Readiness Checklists
  2. Lab Validation Test Plans and Results Package
  3. Field Deployment Plans and Migration Guides
  4. Production Rollout Acceptance Documents
  5. Post Deployment Review Summary including lessons learned

  1. Task 4: Risk, issue, and Dependency Management
  • Identify and document project risks, issues, and dependencies affecting schedule, scope or deployment
  • Maintain a risk and issue log with severity ratings, impacts, and mitigation strategies
  • Monitor dependencies such as vendor deliverables, fiber infrastructure readiness, and equipment availability
  • Coordinate escalation of critical blockers and ensure timely remediation

Task 4 Deliverables:

  1. Risk register including mitigation strategies and escalation paths
  2. Issue Log with resolution status and ownership details
  3. Dependency Register tracking inter-team and vendor dependencies.

  1. Task 5: Vendor and Cross-Team Coordination
  • Align on installation and testing activities with the Capital project schedules
  • Collaborate among technical teams to ensure synchronized execution across engineering, operations, field services, and vendor resources

Task 5 Deliverables:

  1. Vendor Delivery Schedule and Milestone Tracker Sourcing Event TM P-690 (10-24) 5 July 22, 2026
  2. Coordination Reports summarizing vendor and team alignment to the overall project schedule

  1. Task 6: Operational Readiness Preparation
  • Coordinate system testing, monitoring integration, and telemetry validation to ensure operational readiness.
  • Ensure operations teams receive updated runbooks, Standard of Procedures (SOP), troubleshooting guides, and support documentation.
  • Facilitate readiness reviews prior to each deployment phase to verify all technical and operational criteria are met.

Task 6 Deliverables:

  1. Operational Readiness Checklist
  2. Updated Runbooks, SOPs, and Support Documentation
  3. Monitoring and Telemetry Integration Reports
  4. Performance Baseline and Benchmarking Results
  5. Readiness Review Documentation with sign-off

  1. Task 7: Hardware Lifecycle Support

Assist with lifecycle planning and end-of-service analysis for network assets impacted by the 400G upgrades.

Roles/Responsibilities: N/A

Mandatory Skills/Requirements:

  1. The Candidate must possess a minimum of ten (10) years of experience in technical program management, leading large-scale, complex enterprise technology programs
  2. The Candidate must possess a minimum of ten (10) years of technology project and/or program management experience demonstrating proficiency in established project and program methodologies, practices, and tools.
  3. Candidate must be available to perform services on-site at SFO a minimum of four (4) business days per week throughout the duration of the engagement, unless otherwise approved by SFO.
  4. The Candidate must possess and maintain current, active certifications in each of the following discipline:

Project Management Professional (PMP), issued by the Project Management Institute (PMI)

  1. Experience Leading Large-Scale, Complex Network Programs
    1. Demonstrated experience overseeing multi-phase, large-scale network infrastructure or technology programs involving complex dependencies and multiple workstreams.
    2. Proven ability to manage programs that span multiple vendors, engineering groups, and operational teams, ensuring alignment across all technical and business stakeholders.
  2. Experience in Critical Infrastructure Environments
  1. Prior experience delivering programs within highly regulated or operationally sensitive environments, such as airports, hospitals, transit systems, utilities, or other critical infrastructure, where operational disruptions must be minimized and scheduling requires precision.
  1. Mastery of Enterprise Scheduling & Planning Tools
    1. Proficiency with enterprise scheduling and program management tools such as Microsoft Project or Primavera P6 to structure timelines, resource allocations, dependencies, and cross team handoffs.
    2. Ability to develop detailed, program-level schedules including Gantt charts, milestone maps, and critical-path analyses to guide execution and provide forecasting.
  2. Risk Identification, Planning & Mitigation

    2. Experience collaborating with project managers, engineering leads, and operations teams to prioritize work, mitigate risks, and adjust timelines based on unforeseen issues or changes in scope.
  3. Cross-Functional Communication and Stakeholder Alignment
    1. Excellent communication and coordination skills, with the ability to work across technical teams, vendors, operations groups, and executive stakeholders to maintain timeline alignment and clear ownership of deliverables.
    2. Experience providing structured, regular program status updates, including schedule performance, risk summaries, and decisions needed to project managers, technical leadership, and executive sponsors.
  4. Adaptability and Program Agility
    1. Demonstrated flexibility in adjusting plans, sequencing work, and reallocating resources in response to evolving scope, operational restrictions, or shifting priorities.
    2. Ability and willingness to collaborate directly with operations team, especially within airport environments, to ensure program activities comply with strict operational windows, safety limitations, and access constraints.
  5. Compliance with Airport Safety, Security, and Operational Protocols
    1. Full adherence to airport or comparable high security operational standards, including safety rules, scheduling constraints, and access protocols when planning or coordinating work.
    2. Familiarity with airport badging, credentialing, and security clearance requirements for accessing secured or restricted areas, and the ability to incorporate these requirements into program schedules and work plans
