Business Systems Analyst / Developer – ServiceNow HRSD
Location: Mountain View, CA – Remote
Work Hours: 12:00 PM – 8:00 PM PST
Position Overview
We are looking for a highly experienced Business Systems Analyst / Developer with strong ServiceNow HRSD experience to join a highly technical HR Service Delivery team.
This is a hands-on BSA/Developer role for someone who can work directly with HR stakeholders to understand business needs, translate requirements into technical solutions, and independently build, configure, test, and deliver those solutions in ServiceNow.
The ideal candidate will have strong experience with HR Case Management, HR Services, Lifecycle Events, Knowledge Management, Employee Center, and Now Assist for HR.
This is a production-focused environment supporting a live and continuously evolving ServiceNow HRSD implementation. The candidate should be comfortable working in a fast-paced environment with shared ownership and frequent releases.
Key Responsibilities

Partner directly with HR domain owners and cross-functional stakeholders to understand business challenges, gather requirements, and identify the underlying business need before designing a solution.
Lead requirements discussions and translate business requirements into scalable, production-ready ServiceNow HRSD configurations.
Design, configure, and maintain HR Services and HR Service Configurations, including conditional routing, assignment logic, and Employee Center placement.
Use native ServiceNow capabilities such as HR Assignment Rules and Catalog UI Policies wherever possible instead of relying on unnecessary custom scripting.
Design and maintain Lifecycle Events and Activity Sets supporting employee journeys such as onboarding, offboarding, and other HR processes.
Develop reusable, data-driven Lifecycle Event configurations rather than one-off solutions for individual employee populations.
Configure and maintain HR Knowledge Management, including publishing workflows, User Criteria, audience-based content access, and multi-language knowledge structures.
Configure and govern Now Assist for HR capabilities such as case summarization, resolution notes, and reply recommendations.
Apply appropriate sensitivity and access controls for Employee Relations and investigation-related cases.
Maintain the ServiceNow security model to ensure appropriate separation between Employee Relations/investigation cases and standard HR cases.
Translate requirements into complete ServiceNow solutions, including record producers, variable sets, UI policies, assignment rules, HR Services, and related configurations.
Perform configuration, development, testing, troubleshooting, and production deployment activities end to end.
Follow ServiceNow scoped application and Update Set best practices to maintain clean and manageable configurations.
Create clear technical documentation and handoff materials to support ongoing team ownership and future enhancements.
Evaluate when to use native ServiceNow configuration versus custom development using Business Rules, Script Includes, or other scripting mechanisms.
Develop scalable solutions and avoid hardcoded or non-maintainable branching logic.

Required Qualifications

12+ years of overall IT experience with strong experience in Business Systems Analysis, ServiceNow development, configuration, or related technical roles.
Strong stakeholder-facing and communication skills with the ability to lead requirements discussions with HR domain owners and cross-functional teams.
Hands-on experience with ServiceNow HRSD configuration and development.
Strong experience with HR Case Management, HR Services, and HR Service Configurations.
Demonstrated ability to work in a blended BSA/Developer capacity, translating requirements directly into ServiceNow configuration and development.
Experience owning solutions from requirements gathering through design, development, testing, deployment, and production support.
Strong understanding of the ServiceNow HRSD data model, including case table inheritance, HR Profile versus platform User records, and task-level structures.
Hands-on experience with Lifecycle Events and Activity Set design.
Experience with HR Knowledge Management, including publishing workflows, User Criteria, and audience-based content management.
Strong understanding of ServiceNow configuration and scripting best practices.
Ability to determine when native configuration such as Assignment Rules and UI Policies should be used versus custom scripting such as Business Rules and Script Includes.
Experience building scalable, maintainable ServiceNow solutions in a production environment.

Preferred Qualifications

Experience with Now Assist for HRSD or similar generative AI capabilities within case management platforms.
Experience with Journey Management.
Experience with ServiceNow translations, localization, and multi-language HR knowledge content.
ServiceNow Certified System Administrator (CSA) certification.
ServiceNow Certified Implementation Specialist – Human Resources (CIS-HR) certification.
Experience working in fast-paced Agile/DevOps environments with frequent production releases.

Effectively leads stakeholder conversations to identify the actual business problem, rather than simply implementing the literal request.
Converts business requirements into clean, scalable, and production-ready ServiceNow HRSD solutions.
Builds HR Services and routing logic that can accommodate new employee populations and business requirements without requiring frequent code changes.
Uses native ServiceNow functionality wherever appropriate and introduces custom scripting preferred when it provides clear business or technical value.
Maintains clean configuration, documentation, Update Sets, and handoff materials so that other team members can easily understand and support the solution.
Demonstrates strong ownership from requirements discovery through production deployment and ongoing support.
