GENERAL SUMMARY 

The Shift Supervisor is responsible during his/her shift for all personnel and equipment involved in the production of steam and electricity at the plant. He or she plans, coordinates, supervises, monitors, and controls all on-shift operations, material handling, and related maintenance and engineering activities working with the various departments. As the senior individual on duty around the clock, he or she has the responsibility and authority to take whatever actions may be necessary to protect people and equipment, such as reducing load, taking boilers out-of-service, or taking the turbine generator off-line. 

PRIMARY FUNCTIONS 

• Ensure safe operation of the power plant and safety all personnel on site. 
• Ensure that the plant is operated in compliance with all Environmental Permits, Regulations, Laws and Company Policies. 
• Provides direct supervision to plant operations personnel. 
• Assists the Ops Manager and O&M Coordinator in all facets of department administration and power plant management. 
• Conducts routine tours of the plant to inspect equipment; provide direction, supervision and feedback to employees; and ensures that all safety rules and plant procedures are followed. 
• Inspects all Mine Safety and Health Administration Regulated, (MSHA), areas of the power plant at least once per shift. 
• Reviews plant operating logs such as Shift Supervisor log, O&M Tech log, Loader Log and Chemistry log at least once per shift and ensures actions are taken to correct any noted deficiencies. 
• Maintains complete and accurate reports of downtime, outages, repair requirements, and production and performance indices. 
• Plans, directs, and performs functional testing of plant systems and components. Interprets data based on established standards and/or sound power plant practices. 
• Investigates plant problems, incidents, accidents, and unusual events, and provides analyses, recommendations, reports, and appropriate follow-up plans. 
• Checks daily consumption rates of chemicals, gases, fuels, water, and other consumables; monitors inventories and initiates action to replenish same. 
• Verifies all in-plant switching and tagging of equipment in accordance with approved procedures and prudent operations and maintenance practices. 
• Plans, directs and performs/manages housekeeping duties. Ensures housekeeping standards are maintained and initiates corrective action, as required. 
• Writes, reviews, and revises operating and related procedures. Ensures procedural compliance in the conduct of plant operations, maintenance, and personnel administration. 
• Plans, directs, and supervises routine preventive and predictive maintenance on all systems and equipment; supports corrective maintenance efforts on selected equipment. 
• Supports and evaluates on-the-job and classroom training in operations-related subjects. Assists with lesson plans, handouts, visual aids, examinations, qualification standards, and other material related to employee training and development. 
• Assists in the developing, recruiting, screening, interviewing and selection of candidates for employment or promotion within his/her area of responsibility. 
• Maintains logs, records, and data sheets; prepares and reviews reports, trends, time sheets, material requisitions, work orders, and other administrative documents related to power and steam production. 
• Provides advice and status to the O&M Manager regarding the technical and administrative conduct of shift operations. 
• Communicates with other Company personnel on-site and at other locations. Represents the Company in dealing with the Penelec (First Energy), vendors, contractors, regulators, and other non-Company personnel. 
• Supports the Safety, Administration, Engineering, Environmental, NERC and Maintenance departments. 
• Plans, directs and supervises operation of material handling operations and associated equipment. 
• Performs other duties as directed by O&M Manager. 

SCOPE OF RESPONSIBILITY 

The Shift Supervisor operates from established and well-known procedures, performing duties independently with only general direction given. Decisions are made within policy constraints. The Shift Supervisor encounters new and varied work situations, involving a high degree of complexity. 

The Shift Supervisor must ensure that all work is performed in a safe manner resulting in no accidents, in compliance with all environmental permits at all times. The Shift Supervisor must effectively communicate information to the O&M Manager, fellow supervisors and managers, and subordinate operation and personnel, relative to the condition of the plant equipment and performance, and provide suggestions for plant improvement. The Shift Supervisor must ensure duties are performed in such a way as to result in an optimum cost-benefit ratio. 

All employees have the responsibility to both the customer and their co-workers to do the job right the first time and to ensure the customer’s needs are being met. 

WORKING RELATIONSHIPS 

The Shift Supervisor reports to the O&M Manager, and supervises subordinate operations personnel. The Shift Supervisor cooperates with other supervisors and managers as needed in the daily operation of the plant. 

PHYSICAL REQUIREMENTS AND WORKING CONDITIONS 

Physical requirements include sitting, standing and walking. Occasional periods of lifting and climbing. 

All employees will participate in the Fitness for Duty Program. This program includes a post-offer physical examination and drug screening and post employment random drug screening. There are extensive smoking restrictions in and around the facility. 

JOB QUALIFICATIONS 

• Ability to read, write and communicate effectively in English and perform mathematical calculations, plus four years’ experience in a power plant / control room environment, or equivalent education and experience. High school or vocational school diploma preferred. Technical training and demonstrated ability to perform successfully in similar work environments preferred. 
• Qualify as a Shift Supervisor at this facility. 
• Success in supervisory roles for at least two years. 
• Knowledge of power plant equipment and of fundamental principles related to physics, mathematics, AC and DC electrical theory, heat transfer and fluid flow, thermodynamics, chemistry, and metallurgy. 
• Qualify as a Control Room Operator at this facility. 
• Ability to understand and read mechanical and electrical drawings and to read, write and comprehend technical information. 
• Detailed knowledge of all aspects of power plant safety. 
• Proficiency in the use of Windows-based applications on the PC. 
• Working knowledge of power plant equipment, power tools, and rigging techniques. 
• Functional knowledge of subordinate and peer responsibilities and duties. 
• Valid driver license. 
• Knowledge of heavy equipment operation and maintenance.
