Work Arrangement
- Remote engagement with required onsite attendance in Springfield, IL during the first week of the project.
- Remaining duration of the contract may be performed remotely.
• Our client is seeking an experienced Senior Data Manager to lead the data governance, architecture oversight, migration strategy, and enterprise data quality initiatives for the Data Modernization Program supporting ALI and GIMS modernization efforts.
• The ideal candidate will possess strong expertise in Azure cloud data ecosystems, enterprise data governance, master data management, and large-scale modernization programs.
• Lead enterprise-wide data governance and data management activities for the CMS Data Modernization initiative.
• Define and oversee Azure cloud data architecture standards including Azure Data Lake Storage (ADLS), Azure SQL, Dataverse, and related Azure services.
• Establish and manage enterprise data governance frameworks including metadata management, lineage, classification, RBAC, ABAC, and Key Vault security standards.
• Design and govern multizone data lake architecture models (Bronze/Silver/Gold) supporting analytics and operational workloads, including Data Lake / Lakehouse / Enterprise Data Warehouse (EDW) architecture patterns.
• Serve as technical lead for ingestion contracts, defining standards, schemas, validation rules, and interface governance across upstream and downstream systems.
• Provide architectural governance and authorship of Architecture Decision Records (ADRs), ensuring consistent platform technology decisions across the program.
• Perform Dataverse schema review and governance to ensure alignment with enterprise data models and integration standards.
• Coordinate master data management (MDM) and data cleanup activities across implementation teams, business SMEs, and technical stakeholders.
• Develop data quality, validation, profiling, reconciliation, and reporting standards.
• Oversee end-to-end data migration planning, governance, cutover readiness, and validation processes.
• Ensure compliance with SSN/PII protection standards including encryption, masking, tokenization, and audit controls.
• Partner with application teams supporting Dynamics 365 and Power Platform integrations.
• Establish data usage monitoring, metering, and governance reporting processes.
• Coordinate activities across analysts, developers, architects, SMEs, and business stakeholders.
• Provide executive-level reporting, risk management, and strategic guidance to leadership.
• 7+ years of experience in enterprise data management, cloud data architecture, or data modernization initiatives.
• Strong expertise with Azure cloud data technologies including ADLS, Azure SQL, Dataverse, and Azure governance tools.
• Experience implementing enterprise data governance and metadata management frameworks.
• Deep understanding of data lake architecture, ETL/ELT processes, and migration governance.
• Experience with Azure Purview, RBAC, ABAC, Key Vault, and cloud security controls.
• Strong understanding of SSN/PII protection and compliance requirements.
• Experience supporting Dynamics 365 and Power Platform data integrations.
• Excellent communication, stakeholder management, and leadership skills.
• Experience leading cross-functional teams in large modernization programs.
• Experience working within public sector or government environments.
• Azure certifications related to Data Engineering or Cloud Architecture.
• Experience supporting large-scale enterprise modernization programs.
