Federal Compliance & Prevailing Wage Specialist
Location: Remote

Overview
We’re hiring a Federal Compliance & Prevailing Wage Specialist to ensure full adherence to Department of Labor (DOL) regulations across government-funded construction and infrastructure projects.
This role is responsible for managing payroll compliance, interpreting prevailing wage laws, and overseeing subcontractor compliance to ensure alignment with federal, state, and contract requirements.
Key Responsibilities
Compliance & Regulatory Oversight
- Interpret and apply DOL regulations including Davis-Bacon Act, Service Contract Act (SCA), and prevailing wage laws
- Ensure organizational compliance with federal, state, and local wage requirements
- Serve as the primary point of contact for audits and compliance inquiries
- Stay current on regulatory changes and update internal practices accordingly
Payroll & Reporting Compliance
- Oversee payroll processes to ensure alignment with wage and hour requirements
- Review certified payroll reports for accuracy and compliance
- Validate wage classifications using SCA Directory of Occupations
- Analyze payroll data to confirm proper pay rates, fringe benefits, and labor classifications
Subcontractor Compliance
- Monitor subcontractor adherence to wage and contract requirements
- Review subcontractor payroll submissions and supporting documentation
- Support onboarding processes related to compliance (classification mapping, documentation requirements, training)
- Ensure subcontractor deliverables meet contract and regulatory standards
Proposal & Project Support
- Support contract requirements during project execution and modifications
- Assist with compliance-related documentation and reporting for active projects
- Partner with finance, legal, and operations teams to ensure consistent compliance practices
Process Improvement & Documentation
- Enhance compliance procedures, training materials, and internal controls
- Maintain organized records for payroll, compliance reporting, and audits
- Support development of standardized processes and documentation
What Success Looks Like
- Accurate, audit-ready payroll and compliance reporting
- Strong adherence to federal wage regulations across all projects
- Minimal compliance risk through proactive oversight and process improvement
- Clear coordination across finance, operations, and subcontractors
Required Experience
- 10+ years of experience in federal compliance, payroll, or accounting
- Strong knowledge of Davis-Bacon, Service Contract Act, and prevailing wage laws
- Experience in construction or government-funded project environments
- Hands-on experience with certified payroll reporting and compliance audits
Preferred Background
- Experience with subcontractor management and compliance oversight
- Familiarity with union/non-union labor structures and project labor agreements
- Experience with payroll systems (Paychex or similar)
- Certifications such as CPP, CLRP, or related credentials

- Advanced Excel skills (pivot tables, data validation, complex formulas)
