Job Title: Management Analysts

Position Summary
4Consulting, Inc is seeking a qualified Management Analysts to support technology consulting, application development, systems analysis, testing, data management, cybersecurity, infrastructure, or project delivery services for client projects. The selected candidate will perform duties consistent with the client’s project requirements and company delivery standards.

Essential Duties and Responsibilities
The candidate will be responsible for:

Lead design sessions and translate business requirements into functional and system design specifications.
Develop and maintain Business Requirements Documents (BRDs), Functional Design Documents (FDDs), and related requirements documentation.
Coordinate with offshore teams and support System Integration Testing (SIT), User Acceptance Testing (UAT), and implementation activities.
Perform post-production monitoring, incident triage, data analysis, and resolution support for application issues.

Minimum Qualifications
The position requires:

Education	Bachelor’s degree in Computer Science, Information Technology, Engineering, Business, or related field, or equivalent combination of education and experience.
Experience	3–5 years of experience in functional analysis, business requirements, system design, testing support, production monitoring, and application incident analysis.
Technical Skills	Integrated Eligibility, LTSS, Medicaid, Java, SQL, Requirements Analysis, Functional Design, Data Analysis, SIT/UAT, Incident Management
Business / Domain Skills	Experience supporting state Medicaid and Integrated Eligibility environments, including eligibility determination, enrollment, benefits administration, case processing, and related health and human services business processes. Experience analyzing Long-Term Services and Supports (LTSS) business processes and requirements, including eligibility, service coordination, benefit administration, and integration with Medicaid programs. Experience analyzing program policies, business rules, operational processes, and stakeholder needs and translating them into business requirements, functional specifications, process flows, and system requirements. Experience supporting Medicaid application implementation and operations through design sessions, SIT/UAT, production monitoring, incident triage, data analysis, and coordination across business and technical teams.
Communication	Ability to communicate with technical and business stakeholders.
Documentation	Ability to prepare project documentation, status updates, and deliverables.
Work Authorization	Must be legally authorized to work in the United States. Sponsorship may be considered where permitted by company policy and project requirements.
