Technical Program Manager

Government Contracts Division

Satsyil Corp is seeking an experienced Technical Program Manager to lead the delivery of a Government contract from initiation through execution. The Technical Program Manager serves as the primary point of accountability for contract performance, acting as the bridge between technical teams, Contractor leadership, and Government stakeholders. This role combines hands-on program and contract management with oversight of technical and data-driven solution delivery, ensuring the program meets all cost, schedule, quality, and compliance requirements.

Program & Contract Management

•        Manage all contract activities and deliverables to ensure the program fully meets the Government's requirements.

•        Allocate and adjust program resources (staffing, budget, and tools) to meet contract objectives.

•        Track, report, and execute assigned projects against scope, cost, and schedule objectives.

•        Review and approve staff timesheets for accuracy and timely submission in accordance with contract and labor-category requirements.

•        Track and report program costs against budget, identifying variances and corrective actions as needed.

•        Monitor resource utilization across the program to ensure efficient staffing levels and alignment with contract labor requirements.

•        Ensure cross-discipline integration across the contract to meet evolving Government needs.

Government & Stakeholder Engagement

•        Prepare and deliver program status reviews and other formal reviews to Government representatives.

•        Proactively communicate issues, risks, and recommended solutions to Government stakeholders.

•        Review risk and risk-mitigation activities, and report status to the Contracting Officer's Representative (COR).

•        Provide Contractor input to Award Fee Plan reviews.

Technical & Data Solution Oversight

•        Collaborate with business analysts, product owners, and data scientists to translate business problems into data solutions that support data-driven decision-making.

•        Establish and monitor technical performance metrics and SLAs for data solutions requiring specialized industry knowledge.

•        Review all financial and technical reports for accuracy and completeness prior to release to the Government.

Team Leadership & Compliance

•        Oversee recruitment, onboarding, and training of direct and indirect program staff.

•        Ensure compliance with all regulatory and administrative requirements imposed by the contract, in coordination with the Contractor's contracts staff.

•        Bachelor's degree in Business Administration, Information Technology, Computer Science, or a related field, or equivalent professional experience.

•        8+ years of program or project management experience, including direct experience managing U.S. Government contracts.

•        Demonstrated experience working with a Contracting Officer's Representative (COR) and other Government stakeholders.

•        Strong understanding of technical performance metrics, SLA management, and data-driven solution delivery.

•        Proven ability to manage program budgets, schedules, staffing, and risk-mitigation plans.

•        Excellent written and verbal communication skills, including experience presenting to Government representatives.

•        PMP, PgMP, or equivalent program/project management certification.

•        Experience with Award Fee contracts and formal Government review processes.

•        Background in data analytics, data science, or IT services delivery.
