Job Description
GovCIO is seeking an experienced Senior Contracts Administrator to support full cradle-to-grave contract administration across a diverse federal portfolio. This senior-level position is responsible for independently negotiating complex contractual terms, managing compliance requirements, supporting proposal development, overseeing contract modifications, and serving as a key advisor to program leadership. The role requires mastery-level proficiency across all contract administration functions outlined in GovCIO's Contracts Roles and Responsibilities framework. This position is fully remote within the United States.
Responsibilities
Contract Negotiation & Compliance
Negotiate both routine and complex contract terms (e.g., IP, Indemnity, Limitation of Liability, Warranty) to ensure alignment with GovCIO interests.
Interpret federal regulations (FAR, DFARS, VAARS, agency supplements) and ensure compliance across all assigned contracts.
Determine and apply contract flowdowns appropriately.
Coordinate contract kickoffs and ensure proper setup in GovCIO's systems.
Contract Administration
Maintain full cradle-to-grave responsibility for assigned contracts, including file maintenance, briefings, modifications, deliverable tracking, and closeout.
Serve as the primary contract interface with government Contracting Officers and GovCIO program management.
Lead contractual change management activities, including ROMs, task order proposals, DOA routing, and contractual communications.
Respond to audit requests, data calls, compliance inquiries, and contractual issues.
Proposal & Acquisition Support
Lead proposal support efforts including RFP compliance matrices, risk registers, assumptions, small business subcontracting plans, business volume narratives, and OCI documentation.
Provide formal review of cost/price narratives in partnership with Pricing.
Oversee submission of RFP questions, proposal file maintenance, and acknowledgment of receipt.
Leadership & Mentorship
Provide guidance, training, and mentorship to junior team members.
Research complex regulatory topics and support compliance strategy.
Collaborate with cross-functional teams (Legal, FP&A, Operations) to ensure contractual integrity and risk management.

Qualifications
Required Skills and Experience
- Bachelor's with 8+ yrs exp (or commensurate experience)
- 7-10+ years of federal contract administration experience
- Expert-level knowledge of FAR/DFARS, federal procurement requirements, contract types (FFP, T&M, CPFF, IDIQ), and government acquisition processes
- Proven experience negotiating complex contractual terms and managing high-value agreements
- Strong analytical, communication, and problem-solving skills
- Experience supporting proposals and leading contractual strategy
- Ability to work independently and manage a diverse, high-volume contract portfolio
- Other duties as assigned
Preferred Skills and Experience
- Experience supporting VA, DHS, or other agency contracts
- Prior experience conducting OCI analyses and developing mitigation plans
Costpoint experience (Contracts Module) - Advanced understanding of Small Business subcontracting requirements
- Prior leadership or mentoring experience within a contract's organization
