Power Platform Architect

Client: South Carolina Department of Public Health (SCDPH)
Location: South Carolina / Remote may be possible
Work Schedule: 40 hours/week
Employment Type: Contract

Position Overview

The South Carolina Department of Public Health is seeking an experienced Microsoft Dynamics 365 / Power Platform professional to support the modernization of its statewide digital health systems.

The role will support the agency’s Microsoft Government GCC / Office 365 Government G5 environment, with a strong focus on Dynamics 365, Power Platform, Dataverse, application lifecycle management, integrations, security, and enterprise architecture.

Key Responsibilities

  • Develop, test, customize, and deploy Dynamics 365 CE/CRM solutions, Dataverse tables, model-driven apps, canvas apps, forms, views, business rules, and business process flows.
  • Design and maintain Dataverse data models, schemas, security roles, and business logic.
  • Administer and maintain Dynamics 365 and Power Platform environments.
  • Manage role-based access, field-level security, least-privilege access, and platform security.
  • Configure Power Platform services, environment variables, connection references, API connections, and integrations.
  • Manage ALM processes, including managed solutions, Azure DevOps/GitHub pipelines, and production deployments.
  • Develop and maintain custom integrations, connectors, plugins, and other extensibility components.
  • Support Office 365 Government G5, DLP policies, permissions, and security configurations.
  • Monitor system usage, performance, capacity, and license utilization.
  • Provide technical support to business users, functional teams, and agency stakeholders.
  • Create technical documentation, architecture diagrams, ERDs, workflow documentation, and integration designs.
  • Collaborate with project teams and SMEs on system design, testing, modernization, and implementation.
  • Ensure solutions align with agency governance, cybersecurity, compliance, and IT standards.

Required Skills

  • 6+ years of experience working with State Government.
  • 10+ years of experience with Microsoft Dynamics 365 CE/CRM, including solution architecture, customization, and administration.
  • 10+ years of experience with Microsoft Dataverse, including relational data modeling, custom business logic, and security architecture.
  • 10+ years of experience with Microsoft Power Platform enterprise components.
  • 10+ years of experience with ALM, including Azure DevOps/GitHub pipelines and managed solution deployments.
  • 10+ years of experience with custom extensibility using C#/.NET, including plugins and custom workflow assemblies.
  • Strong experience with JavaScript/TypeScript client-side scripting.
  • Experience with cloud security and data classification involving CDC, HIPAA, CJIS, and NIST 800-53 controls.

Preferred Skills

  • Microsoft Power Pages architecture, external authentication, and secure portal implementation.
  • Power BI data modeling and reporting.
  • Dataverse / Azure Synapse Link integration.
  • PL-600 or PL-400 certification.
  • Microsoft Certified Power Platform Solution Architect Expert (PL-600) or Dynamics 365 Solution Architect certification.

Education

Bachelor’s or Master’s degree in a relevant field, or equivalent professional experience.

Additional Requirements

The selected candidate must be able to work 40 hours per week and may occasionally need to work outside traditional business hours. Remote work may be possible. The position requires compliance with SCDPH security policies and procedures.
