Job Overview
We are seeking a senior-level Project Manager with active PMP certification to lead the implementation of a new Electronic Health Record (EHR) system across 59 State Health Centers (SHCs) and clinical staff within BCHS, the Bureau of Immunizations (BOI), and the Bureau of Communicable Diseases (BCD).
The ideal candidate will have strong experience in EHR/EMR implementation, health informatics, health IT, large-scale project delivery, and organizational change management. This individual will be responsible for driving the project from planning through implementation and transition to operations and maintenance.
The selected candidate must have demonstrated experience implementing an EHR system for organizations transitioning from paper-based charting systems.
Must-Have Requirements
- Active PMP Certification from PMI for a minimum of 5 years
- 7–9 years of relevant Project Management experience
- Must currently reside in Pennsylvania
- Must be able to work onsite in the Harrisburg, PA office two days per week
- Demonstrable experience with Electronic Health Record (EHR) system implementation
- Experience with EHR/EMR, Health Informatics, and Health IT
- Proven experience leading large-scale projects through successful implementation
- Experience managing projects with delivery cycles of 8–12 months or longer
- Strong experience managing the complete project lifecycle from planning through implementation
- Experience managing technical initiatives involving multiple IT teams and vendors
- Strong experience with project governance, budgeting, scheduling, risk, issue, and change management
- Experience working with cross-functional teams including Application Development, Data Warehouse, Informatics, Networking, Security, and Service Management
- Strong stakeholder and customer management skills
Key Responsibilities
- Lead, plan, execute, monitor, and control all activities related to the EHR implementation.
- Manage the transition from EHR system implementation into program operations and maintenance.
- Develop and maintain the Project Management Plan and Project Schedule.
- Ensure delivery of all work tasks identified in the Project Management Plan.
- Manage the complete project lifecycle, including planning, analysis, design, development, testing, implementation, and deployment.
- Establish project priorities and coordinate multiple workstreams across technical and business teams.
- Develop project estimates and work with team leads to review and revise estimates as necessary.
- Ensure project estimates and changes are reviewed and approved by appropriate stakeholders.
- Monitor project progress against schedules, milestones, deliverables, and service commitments.
- Track project budgets and provide financial updates to appropriate stakeholders.
- Manage project resources and balance workloads based on team capacity.
- Lead project status meetings, reviews, inspections, and quality assurance activities.
- Capture, analyze, and report project management metrics.
- Ensure all scope changes follow the established Change Management Plan.
- Identify, track, manage, and resolve project risks and issues using a RAID+ Log.
- Develop and track risk mitigation strategies through resolution.
- Facilitate discussions between business teams, IT teams, vendors, and other stakeholders.
- Serve as the primary point of contact for project-related issues and escalations.
- Provide regular project status reports and recommendations to senior leadership.
- Follow established HHS DC IT PMO methodologies, standards, and procedures.
- Build and maintain strong relationships with key stakeholders and customer representatives.
- Plan and coordinate training and orientation sessions as needed.
- Support the transition of the implemented solution into ongoing operations and maintenance.
- Mentor less experienced project management staff when required.
Preferred / Nice-to-Have Skills
- Experience with Organizational Change Management (OCM) for independent customers.
- Experience working with public health programs and public health-related initiatives.
- Experience working with State Health Centers or government/public sector healthcare organizations.
