Location: New York, NY – Hybrid
Duration: 30 Months

Overview

We are seeking a Lead Business Analyst to support the modernization of complex legacy applications within an Integrated Eligibility System environment. This role will lead requirements analysis, user story development, legacy system and business rule analysis, product backlog activities, and Agile practices while collaborating with product owners, stakeholders, architects, and technical teams.

Duties

  • Identify, analyze, document, and validate business, functional, system, and non-functional requirements.
  • Extract, transform, and document legacy system functionality, system logic, and business rules.
  • Develop clear, detailed user stories based on identified requirements and product roadmaps.
  • Build and maintain extensive product backlogs in collaboration with product owners.
  • Review current-state legacy systems and perform future-state analysis to support application modernization.
  • Perform functional analysis, requirements analysis, dependency analysis, risk analysis, and gap analysis.
  • Collaborate with technology teams to validate legacy business rules and system requirements.
  • Work with stakeholders to develop modern functional solutions that address legacy system challenges.
  • Provide requirements and business inputs to support prototyping and UX/UI design.
  • Participate in and facilitate Agile ceremonies, including backlog grooming and sprint planning sessions.
  • Work with product owners to clarify user stories and develop product roadmaps for projects and initiatives.
  • Capture system requirements across multiple complex functional domains during mainframe modernization initiatives.
  • Work with architects to understand architecture diagrams, system dependencies, and integration considerations.
  • Conduct project analysis independently and collaboratively with cross-functional teams.
  • Perform other related business analysis activities as assigned.

Mandatory Qualifications

  • 7+ years of experience working on complex projects, including 2+ years of experience in a leadership role as a Business Analyst.
  • 10+ years of experience identifying, documenting, creating user stories, and validating business, functional, and system requirements across multiple projects.
  • 7+ years of experience working in an Agile or hybrid Agile environment.
  • 1+ year of experience working within an Integrated Eligibility System program across multiple workstreams, including eligibility-related case management, financial management, or child support, in a Health and Human Services environment.
  • Strong experience performing requirements analysis, functional analysis, system requirements analysis, non-functional requirements analysis, dependency analysis, risk analysis, and gap analysis.
  • Experience working with product owners, stakeholders, architects, UX/UI teams, and technology teams throughout the requirements and solution development lifecycle.
  • Experience creating and maintaining user stories and product backlogs.
  • Experience participating in Agile ceremonies, including backlog grooming and sprint planning.
  • Strong written and verbal communication skills.
  • Associate’s degree or combination of experience and education.

Desirable Qualifications

  • 5+ years of experience analyzing, extracting, transforming, and documenting legacy system functionality, system logic, and business rules.
  • 4+ years of experience identifying, documenting, and validating system requirements for mainframe modernization projects spanning multiple complex functional domains.
  • 5+ years of experience writing quality user stories, collaborating with UX/UI designers, and participating in Agile practices and ceremonies.
  • 5+ years of experience independently conducting full project analysis.
  • 4+ years of experience using requirements management tools such as Blueprint, Jira, or comparable platforms.
