Position Summary
Randstad is seeking a Technical Product Owner - Network Connectivity & Access to join a premier transportation enterprise client headquartered in Washington, DC. Operating within the Enterprise Platforms & Enablement (EPE) portfolio under the "Connecting Infrastructure" value stream, this role drives the day-to-day execution of network product strategy across connectivity, secure/compliant access, reliability, and continuous operations.

Serving as a crucial strategy layer between senior product leadership and engineering teams, you will manage feature backlogs, translate complex network and architectural requirements into actionable user stories, and partner directly with internal customers including real estate development teams to ensure high-performing, resilient, and secure network infrastructure across a nationwide distributed environment.

Key Responsibilities
Backlog Prioritization & Management: Own and refine the product backlog, prioritizing features, epics, and user stories based on business value, customer feedback, technical feasibility, and architectural guidance.

Technical Strategy Translation: Bridge the gap between senior product leaders and development teams, translating portfolio goals and network strategy into clear, executable work items for engineers.

Stakeholder & Customer Engagement: Interface directly with demanding internal customers, project team members, real estate development partners, and business leaders to capture requirements and communicate delivery progress.

Networking & Access Alignment: Actively participate in deep technical discussions around firewalls, cloud connectivity, VLANs, network segmentation, and secure access across a distributed nationwide network.

Agile & SAFe Delivery: Champion Scaled Agile Framework (SAFe) methodologies within the Agile Release Train (ART), coordinating closely with Product Managers, Agile Coaches, Release Train Engineers (RTEs), and engineering squads.

Cross-Team Collaboration: Coordinate across Engineering, Architecture, Agility Enablement, and operational teams to ensure delivered capabilities provide cohesive business value for passenger transportation operations.

Metrics & Progress Reporting: Define and track key performance and reliability metrics to measure value delivery, surface risks early, and provide transparent progress updates to leadership.

Required Qualifications & Experience
Professional Experience: 3 to 6 years of relevant experience in technical product ownership, product management, or technical delivery leadership within complex enterprise IT environments.

Networking & Infrastructure Depth: Strong IT infrastructure background with a deep understanding of core networking concepts, including firewalls, cloud connectivity, VLANs, network segmentation, and secure access models.

Agile & SAFe Experience: Demonstrated hands-on experience operating within Agile development environments; practical experience within Scaled Agile Framework (SAFe) environments is strongly preferred.

Education & Certifications: Bachelor s degree in Computer Science, Information Technology, Engineering, or equivalent applied experience. SAFe POPM or ITIL certifications are highly preferred.

Tooling Proficiency: Required proficiency with Jira Software and Confluence; experience with FigJam, Jira Align, or AgilityHealth is a plus.

Soft Skills & Leadership: Exceptional problem-solving, communication, and facilitation skills, with a self-starter mindset and the ability to influence stakeholders and converse intelligently on complex network topics.

Work Location & Travel Requirements
Work Arrangement: Primary remote schedule, with flexibility required for occasional in-person work at client offices in Washington, DC, Philadelphia, PA, or Wilmington, DE based on project needs.
