Job Description

We are seeking a Senior Data Analyst with 3 years of Public Sector experience for a hybrid (2days/wk. on-site) role in Austin, Texas. Can only submit local candidates. The role works alongside the Data Bridge Project Manager and serves as the technical data lead for our Texas client's legacy-to-CCWIS data bridge initiative, coordinating and overseeing a multidisciplinary technical team.

 

The initiative involves phased modernization of the legacy system, with legacy and new CCWIS environments operating simultaneously. The Senior Data Analyst will lead technical data activities supporting migration, integration, synchronization, reconciliation, and data quality throughout this transition.

 

The role requires a hands-on technical leader who can coordinate technical resources, evaluate solutions, resolve complex data issues, and ensure that data remains accurate, consistent, and available across both environments.

 

Key Responsibilities

*             Profile and analyze legacy data to identify gaps, duplicates, invalid values, and data-quality issues.

*             Develop and maintain source-to-target mappings, transformation rules, data dictionaries, and code-value crosswalks.

*             Build, execute, test, and tune ETL processes supporting mock conversions, testing, and production cutover.

*             Support data synchronization between legacy and modern systems through interfaces, APIs, changing data capture, or scheduled data exchanges.

*             Perform data matching, merging, deduplication, and identity resolution while preserving relationships and historical data.

*             Develop reconciliation and validation processes using record counts, control totals, field-level comparisons, and sampled record testing.

*             Investigate and resolve data migration, conversion, integration, and quality issues; support UAT, testing, and cutover activities.

*             Work with business, program, technical, vendor, and project teams to clarify data requirements and communicate issues and findings.

*             Document data lineage, mappings, technical processes, validation procedures, and run books.

*             Support applicable federal and program reporting requirements, including AFCARS, NCANDS, NYTD, and CCWIS data-quality requirements.

 

Requirements:

*             8+ years of experience in data analysis, data profiling, data quality, mapping, validation, reconciliation, or related data-focused technology work.

*             Demonstrated experience providing technical leadership for a multidisciplinary data migration, integration, or synchronization team.

*             Experience coordinating technical deliverables across multiple teams or vendors during a complex modernization initiative.

*             Experience maintaining data integrity between legacy and replacement systems during extended parallel operations, including troubleshooting synchronization failures and resolving reconciliation discrepancies.

*             5+ years working with business, technical, vendor, and project teams on complex data initiatives.

*             5+ years supporting data migration, integration, synchronization, conversion, or related implementation activities.

*             3+ years supporting public-sector or government organizations.

*             Hands-on experience with CCWIS, SACWIS, CWIS, or a comparable state health and human services system such as Medicaid, SNAP, TANF, DHS, or integrated eligibility.

*             Advanced SQL experience with Oracle, SQL Server, or similar relational databases.

*             Hands-on experience with an ETL/integration tool, such as Informatica, SSIS, Azure Data Factory, Talend, MuleSoft, or similar.

*             Experience developing data mappings, transformation rules, data dictionaries, and reconciliation/validation scripts.

*             Experience supporting data synchronization or a data bridge between legacy and modern systems operating in parallel

*             Bachelor's degree or equivalent work-related experience.

 

Preferred:

*             Experience with child welfare programs, systems, and data migration.

*             Knowledge of AFCARS, NCANDS, NYTD, or other child welfare reporting requirements.

*             Experience with Oracle GoldenGate, Qlik Replicate, Debezium, or other change-data-capture technologies.

*             Experience integrating with Salesforce, Microsoft Dynamics, or other SaaS/low-code platforms.

*             Python or PowerShell experience for data validation and automation.

*             Experience with Azure, AWS, master data management, identity resolution, or deduplication.
