INFORMATION TECHNOLOGY CYBER SECURITY SPECIALIST with Security Clearance

Duties

• Serves as the subject matter expert and Information System Security Officer for the B-21 program.
• B-21 Network Infrastructure Security and External Coordination. Provides authoritative technical guidance for the stand-up, bed-down, and secure operation of the network infrastructure across all MOB 1 locations.
• Serves as the Communications Security (COMSEC) Manager for all cryptographic activities including managing the Cryptographic Access Program (CAP).

• Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
• Recall to duty may be a requirement of this position.
• Cyberspace Qualification is a condition of employment, includes Cyberspace work as a paramount duty requirement. Per DoDM 8140.03, para 4.2.a. (2)., requires foundational qualification requirements within 9 months of assignment (CONT'D) * to a cyberspace work role and resident qualification requirements within 12 months of assignment to a cyberspace work role.
• A waiver of these requirements may be granted per DoDM 8140.03. Failure to achieve and maintain the proper Cyberspace Qualification may result in removal from this position.
• This position has been designated by the Air Force as a Testing Designated Position (TD P) under the Air Force Civilian Drug Demand Reduction Program, Employee must pass initial and periodic short notice drug testing.
• Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
• The duties of this position meet all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency (CONT'D) * or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
• This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
• Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
• Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

Qualifications In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, the Information Technology (IT) Management Series, GS-2210 SPECIALIZED EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-11 (or equivalent in other pay systems) which include AND Demonstrate the ability in IT security principles, methods, regulations, and policies to develop technical specifications ensuring full compliance with security requirements at the Local Area Network (LAN) level.

Expertise encompasses the full spectrum of IT security requirements for certification and accreditation (C&&A / A&&A), network operations, protocols, systems testing, evaluation, and performance management methods. Skilled in implementing and coordinating activities designed to protect, defend, and restore IT systems, services, and capabilities. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible.

One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

• Expert knowledge of a full range of IT cybersecurity principles, concepts, practices, products and services (including systems software, database software, immediate access storage technology), and methods for evaluating risk and vulnerability, implementing mitigating improvement, and disseminating IT security tools and procedures to include Sensitive Compartmented Information and Special Access Program security principles, practices and practices, policies related to information systems security.
• In-depth knowledge of IT INFOSEC security requirements for certification and accreditation, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and advise on new or revised security measures and countermeasures based on the results of accreditation reviews.
• In-depth knowledge of secure network architecture, multi-level security, and cross-domain solutions.
• Knowledge of a broad range of telecommunications concepts and principles, operating modes, systems, media, equipment, equipment configuration, and related software systems, processes and procedures to assess and advise on vulnerability to attack from a variety of sources (e.g., espionage, disruption of services, destructive programs/applications) and procedures and methods for protection of systems and applications.
• Mastery of SAP/SCI security policies, RMF, and the JSIG.
• Skill in providing authoritative technical advice and communicating complex security issues to leadership.
• Ability to develop and conduct training on information security.
