Job Designation: Deputy Registrar

Job Summary:

The Deputy Registrar (HR) will be responsible for overseeing and managing the overall Human Resources functions across the University and its campuses. The incumbent will drive strategic HR initiatives, including manpower planning, recruitment, employee engagement, performance management, career development, compensation and benefits, HR policy implementation, and HR operations. The role involves ensuring effective implementation of HR policies and procedures, optimizing HR processes, and supporting organizational objectives. Given the sensitive nature of the position, a high degree of confidentiality, integrity, and professionalism is essential.

Key Responsibilities	Oversee manpower planning, recruitment, onboarding, employee induction, employee engagement, succession planning, and offboarding across the University. Implement and manage the Performance Management System, promotion schemes, and employee motivation and retention initiatives. Guide Heads of Departments in developing, reviewing, and updating job descriptions in accordance with organizational requirements. Assist in establishing job-related and individual performance objectives and ensure appropriate follow-up and monitoring. Guide employees on self-assessment, career development opportunities, and professional growth in coordination with the HR Training team and respective Departments, Schools, and Campuses. Draft, review, update, and monitor HR policies, employee orientation documents, internal rules, and related procedures in coordination with relevant stakeholders. Contribute to personnel budget planning, monitoring, and follow-up. Oversee the maintenance of employee leave records and facilitate effective allocation and reallocation of human resources. Ensure accurate maintenance and timely updating of employee databases and personnel records. Manage compensation and benefits processes in coordination with the Payroll team. Review, design, and enhance HR business processes in line with the University's evolving requirements. Ensure timely execution and completion of HR activities in accordance with established timelines and organizational priorities. Ensure confidentiality and integrity in handling sensitive employee information and HR-related matters.
Educational Qualifications	Master’s Degree with at least 55% preferably in Human Resource Management and/or Business Administration, from a reputed institute.
Professional Certifications	Relevant certifications in Human Resource Management, HR Analytics, Performance Management, or HR Information Systems will be an added advantage.
Professional Experience	Minimum 10 years of relevant experience in Human Resources, preferably in a managerial or leadership role. Experience in managing end-to-end HR functions, including recruitment, manpower planning, performance management, employee engagement, compensation and benefits, HR policies, and HR operations. Experience in educational institutions or universities will be preferred. Hands-on experience with HRMS platforms, particularly Oracle and/or SAP, is essential.
Skills and Competencies	Strong leadership, planning, and organizational skills. Excellent interpersonal, communication, and stakeholder management skills. Strong knowledge of HR policies, procedures, and best practices. Ability to manage multiple HR functions and meet defined timelines. Proficiency in HRMS platforms, particularly Oracle and/or SAP, and other computer applications. Strong analytical, problem-solving, and decision-making abilities. Ability to develop, implement, and improve HR processes and systems. Strong coordination and collaboration skills to work effectively with stakeholders across departments and campuses. High degree of confidentiality, integrity, discretion, and professionalism. Strong attention to detail and commitment to maintaining accurate employee records and HR documentation.
