Each staff member assigned to this project must have a background screening that is equivalent to a Level Two (2) screening standard.
This is a fixed fee/hourly based project which is inclusive of travel, lodging, per diem expenses and all other costs associated with the completion of the associated tasks.

Telecommuting is not an option for this position.
Qualification Requirements for the Resource(s) listed below. The Department anticipates hiring one or more Resources that meet these requirements.
Bachelor's degree in Computer Science, Information Systems, Business Administration, Public Administration, or related field. Equivalent professional experience may substitute for degree requirements.
Minimum 13+ years of years of information technology experience.
Minimum Ten (10) years of experience performing business process analysis, business process reengineering, process improvement, or organizational change initiatives.
Demonstrated experience leading business process improvements.
Experience working on large, complex enterprise-wide projects requiring coordination across multiple business units and stakeholders.
Experience facilitating process improvement efforts involving multiple departments, agencies, or organizational units.
Experience documenting current-state and future-state business processes, workflows, and operational procedures.
Experience interacting with functional groups within the Accounting organization to communicate and clarify customer requirements.
Experience using Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
Experience using SharePoint for collaboration and document management.
Experience working under general direction of senior level management.
Experience documenting business processes and standard operating procedures.
Knowledge and application of preparation of policy and position description documents
Knowledge and application of functional flow charting using Visio or comparable software
Ability to create/harness harmony amongst team members
Ability to keep stakeholders informed appropriately

Preferred Qualifications
Able to work onsite in Tallahassee, Florida.
Experience working with the State or with other governments similar in size in terms of annual budget and full-time equivalent (FTE) employee count.
Experience supporting fiscal year-end activities, financial reporting budgeting, procurement, or grants management processes
Knowledge and/or experience with the Florida Accounting Information Resource (FLAIR) subsystem.
Knowledge and application of Finance and Accounting practices
Knowledge of Florida PALM project
Knowledge and application of State of Florida financial, accounting, budgeting, procurement, or grants management processes.

Responsibilities
The Business Process Consultant – Advanced serves as a senior business process advisor responsible for evaluating, improving, coordinating, and documenting business operations across multiple financial units. This position provides strategic analysis, business process improvement recommendations, implementation planning, workload assessments, fiscal year-end coordination, Florida PALM readiness activities, organizational change support, and leadership for special projects.
2. Providing accounting process coordination, implementation support, and operational readiness expertise by assisting OFB Managers with routing reconciliations to ensure trail balance remains free of correctable errors for Florida PALM Implementation.
Financial Management Support
• Coordinate and oversee activities related to:
• Revolving Fund Reconciliations
• FLAIR Revenue Processing (RP) reviews
• Master Trial Balance cleanup and monitoring
• Outstanding Warrant report monitoring
• Division receivable analysis
• Post-closing adjustment reviews
• Financial statement monitoring
• Assist OFB Managers with research of revenue deposit, check log issues.
• Assist Mangers with payment data monitoring prepay analysis for cutover preparations.
3. Assist OFB managers; Disbursements, Revenue, Financial Reporting, Budget, Payroll to develop, review, maintain, update and or validating of business process documentation, standard operating procedures (SOPs) agency policy and procedures (AP&Ps), desk procedures, workflow diagrams, process maps, work instructions and related operational documents that support the transition to Florida PALM.
Business Process Improvement
• Evaluate existing business processes and recommend operational improvements.
• Review, validate, and update standard operating procedures and work instructions.
• Ensure business procedures remain current and aligned with agency policies and Florida PALM business processes.
• Analyze workflow efficiencies and recommend process improvements.
• Identify operational risks and recommend mitigation strategies.
o Assist Managers, Disbursements, Revenue, Financial Reporting, Budget, Payroll, etc. with the review, and update of position descriptions.
4. Collaborate and assist with the development, maintenance, and standardization of templates, forms, procedures, and documentation used by Department divisions and offices to ensure materials and messaging consistency.
Organizational Readiness
• Assist with development and maintain training plans and role-based training outlines.
• Coordinate onboarding activities for new employees.
• Monitor completion of required training within the People First Learning Management System (LMS).
• Coordinate section meetings, agendas, action items, and follow-up activities.
• Assist management with organizational planning and communication.
5. Support cutover planning, transition and execution activities to ensure business and organizational continuity during the Florida PALM implementation.
Florida PALM Readiness and Cutover
• Coordinate Chart of Accounts (COA) crosswalk updates between FLAIR and Florida PALM.
• Support agency cutover planning activities.
• Coordinate Payment Data and Prepayment Analysis activities.
• Assist with the monitoring of implementation readiness activities.
• Facilitate communications between business units during implementation.
6. Coordinate and facilitate meetings with stakeholders and workgroups including agenda preparation, scheduling, meeting facilitation, documentation of meeting outcomes, action item tracking, and follow-up activities.
Resource Management
• Assess staff workload distribution.
• Recommend reassignment of responsibilities to improve operational efficiency.
• Prepare management reports identifying workload trends and operational issues.
o Promote collaboration among stakeholders and facilitate consensus-building to support successful project outcomes and operational objectives.
o Conduct research, collect and analyze data, evaluate alternatives, and prepare findings and recommendations to support management decision-making.
Operational Leadership
• Coordinate cross-functional business activities.
• Monitor project deliverables and implementation milestones.
• Facilitate issue identification and resolution.
• Prepare executive-level status reports.
• Lead or participate in special projects assigned by management.
Required Training.
The Resource provided by the Contractor must successfully complete the Department’s Security Awareness Training, Ethics Training and Florida PALM Project – Florida PALM Orientation, within thirty (30) days of the Resource’s start date. (Note: for purposes of the Project Management Plan, the Contractor serves as a State of Florida resource).
Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
